RECOMMENDATION:
Staff recommends the City Council approve a professional services agreement with
EIGER TechSystems for the Transit ITS Projects Consultant Services in an amount
not-to-exceed $477,650.
BACKGROUND:
The Transportation Department secured two grants through Metro’s 2009 Call for
Projects to implement the Real-Time Next Bus Arrival Information System and the
Citywide Bus Signal Priority (BSP) Project (exclusive of Rapid 6 fleet and
intersections on Sepulveda Boulevard within the City’s corporate limits). As Culver
CityBus’ (CCB) Rapid 6 on Sepulveda is part of the Metro Rapid Program, Metro will
provide funding for bus signal priority along the Rapid 6 corridor on Sepulveda
Boulevard within the City’s corporate limits.
Due to the complex nature of transit ITS projects and complicated requirements
associated with the use of transit funds, the Transportation Department recommends
the City Council approve a Professional Services Agreement to provide ITS
consultant services for the technical support needed throughout the project
implementation process.
The consultant, in coordination with City staff, will conduct evaluations of the
available transit ITS technologies, provide recommendations on the best transit ITS
technology options for Culver CityBus, develop and prepare the technical
specifications for the project RFP's, assist in the evaluation of project proposals, and City of Culver City, California

guide, manage and facilitate the project development, implementation, testing, and
acceptance. In addition to managing project conformance with Metro and Federal
Transportation Agency grant requirements, the consultant will ensure that the
systems installed will integrate with the existing ITS systems (including the
SmartBus System) and will comply and integrate with regional and federal ITS
architecture to achieve regional information sharing and dissemination.
DISCUSSION:
In January 2014, staff released a Request for Proposals (RFP) for the technical
support and project management services associated with implementing the transit
ITS projects as summarized below:
1. Rapid 6 Bus Signal Priority (BSP) – design, develop, and install BSP system on
CCB’s Rapid 6 fleet and at intersections along Sepulveda Boulevard within the
City boundary to increase bus operation efficiency and achieve travel time
savings;
2. Citywide Bus Signal Priority – design, develop, and install the BSP system on the
CCB fleet (non-Rapid 6 fleet) and at intersections along CCB transit corridors
(except for Sepulveda Boulevard) within the City boundary to increase bus
operation efficiency and achieve travel time savings;
3. Real-Time Net Bus Arrival Information System – develop and install a real-time
bus arrival information system using ITS technology to disseminate “next bus”
information to travelers; and,
4. Security Camera/Digital Video Recorder System (Optional) – evaluate the
available security camera/digital video recording systems on the market,
recommend a system most suitable for Culver CityBus, and facilitate
replacement of the existing system.
Proposals were due on February 20, 2014. Four firms submitted proposals. A review
panel that consisted of three City staff and one Metro staff was established. After
careful evaluation of the proposals, reference checks, and interviews of the
shortlisted firms, staff determined that EIGER TechSystems’ proposal and
responses showed that they are best qualified to provide the transit ITS projects
consultant services.
FISCAL ANALYSIS:
Should the City Council determine to approve the Professional Services Agreement,
a combination of local and federal transit capital grant funds and PTMISEA
(Proposition 1B) funds will be used for the Transit ITS Projects Consultant Services. City of Culver City, California

Funding is available in the Transportation Department FY 2013/2014 budget
(20370200.619800) to cover this agreement.

MOTIONS:
That the City Council:
1. Approve a professional services agreement with EIGER TechSystems for the
Transit ITS Projects Consultant Services in an amount not-to-exceed
$477,650; and,
2. Authorize the Transportation Director to approve change orders in the amount
of $50,000 (~10%) for unexpected additional costs; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
