RECOMMENDATION:
Staff recommends the City Council select and appoint Lupe Mercado to the position
of Culver City’s Trustee on the Board of Trustees of the Los Angeles County West
Vector Control District to fill the remainder of a two-year term ending on December
31, 2008.
BACKGROUND:
The City of Culver City is entitled to appoint a representative (Trustee) to the Los
Angeles County West Vector Control District. This position was previously filled by
Kenneth W. Lock with his term ending December 31, 2006. Mr. Lock respectfully
declines reappointment. The California Health and Safety Code restricts first time
appointments of Trustees to a two (2) year term and a pre-set term period has been
established for each city’s trustee in order to provide for evenly spaced turnovers on
the Board. The current two-year term for Culver City’s Trustee began on January 1,
2007 and will end on December 31, 2008. This appointment will be for the
remaining duration of the current term from the date of appointment. The Trustee is
required to be a resident and registered voter of the City.
DISCUSSION:
The City has advertised this opportunity twice. After receiving no response during
the first advertising period, staff advertised the position again. The second
advertisement period yielded one application. The Applicant, Lupe Mercado, is a
resident of the City of Culver City and a registered voter as required.

FISCAL ANALYSIS:
There is no fiscal impact to the City. Trustees are paid a small stipend to
compensate them for their time and expenses in attending bi-monthly meetings of
the Vector Control District. This stipend is paid by the Vector Control District.

Representative on the
Los Angeles County West Vector Control Board
Applications are being accepted until 5:00 P.M. on March 1, 2007.
This two year term position will be appointed by the Culver City, City Coun-
cil at its meeting of March 12, 2007. The Los Angeles County West Vector
Control Board meets the 2nd Thursday of each month at 7:30pm at 6750
Centinela Avenue in Culver City.
Applications are available during business hours from the City Clerk's Of-
fice. They may be picked up in person at 9770 Culver Boulevard, First
Floor, or may be requested by phoning (310) 253-5851. Business hours
are 7:30 A.M.— 5:30 P.M. City Hall is closed on alternate Fridays. Applica-

1. A Trustee must be a resident and an elector of the city from which hefste is appointed.
2. The California 'Health and Safety Codes restricts the first-time appointments of a Trustee to
a two (2) year term. Following that term, a Trustee may be reappointed to a two (2) or
four (4) year term at the discretion of the appointing body (city council). Term periods are
permanently preset for each city to provide evenly spaced turnovers on the Board of
Trustees. The term period for Culver City starts on January 1. 2007 and ends December 31,
200g. Your new appointee will serve from thc date of the appointment to December 31.
2008. At that point, a reappointment or new appointment can be made for the next term
period.
3. The regular meetings of the Board of Trustees are held every second Thursday of the
month at 7:30 p.m. at the District's headquarters, 6750 Centinela Avenue, Culver City.
Meetings last approximately 1-2 hours.
Trustees who attend the regularly scheduled meeting are compen.sated with a payment of
$50 in lieu. of expenses. Bylaw, Tru.stees must attend the meeting to receive this
compensation. There are rarely additional meetings during the month.
5. If a reappointment is not made prior to the end of the Trustee's term, the Trustee will
continue to serve and represent that entity until officially reappointed Or replaced_
6. Verification of the reappointment or replacement is to be done by written notice certified by
the city clerk and mailed to the District for filing.
