RECOMMENDATION
Staff recommends the City Council and Parking Authority Board approve an amendment to the existing agreement with Walker Consultants (Walker) in an amount not-to-exceed $47,500 to conduct a parking fee study related to the City’s on-street meters as allocated in the Revised Budget for Fiscal Year Budget 2025-2026.
BACKGROUND
Parking in Culver City is a limited resource that is in high demand. The Public Works Department operates approximately 1,990 on-street parking meters within the City that generate an average of $82,000 in revenue per month.
The City’s 1,796 off-street parking spaces located in three parking structures and four surface lots are operated by the Economic and Cultural Development Department.
On-street parking meters allow cities to manage on-street parking demand to promote efficient turnover and increase availability for the public to utilize or visit the adjacent land uses. The main tools to effectively manage on-street parking supply are parking rates, duration of stay, and time of operation. Of these, parking rates play a key role in traveler mode choice.
The City’s current parking meter rates were adopted in 2013 and revised in 2016. The rates range from $0.25 to $1.50 per hour based on the location within the City.
On May 13, 2024, City Council did not approve a proposed revision to the on-street parking rates.
DISCUSSION
In May 2022, the City of Culver City (City) entered into a three-year agreement (with two optional one-year extensions) with Walker Consultants (Walker) to provide on-call parking consulting services in an amount not to exceed $100,000 annually. In June 2025, the City amended the agreement to extend the term to June 30, 2026.
A current fee study is underway with Walker regarding the off-street parking lots and structures in Downtown Culver City. The City is also preparing to have Walker conduct a parking maximums study. These studies are anticipated to utilize the annual budget for the City’s agreement with Walker.
On February 9, 2026, as part of the Fiscal Year 2025-2026 Mid-Year Budget Adjustments, the City Council approved a one-time budget increase from Parking Authority Fund 475 in the amount of $57,000 for the on-street parking meter utilization and demand analysis study.
This request is to approve an amendment to the existing agreement with Walker in an amount not-to-exceed $47,500 to conduct a parking fee study of the City’s on-street parking meters.
FISCAL ANALYSIS
The Revised Budget for Fiscal Year 2025-2026 includes sufficient funding in the amount of $47,000 in Account No. 47555100.619800 (Parking Authority - Other Contractual Services) for the proposed amendment.
