RECOMMENDATION

 

Staff recommends the City Council (1) ratify the approval of the plans and specifications for the Safe Routes to School Striping Project; (2) award a construction contract to Superior Pavement Markings Inc., as the lowest responsive and responsible bidder, in the amount of $396,792.32 for the Safe Routes to School Striping Project, PZ-941; and (3) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $39,700 to cover contingency costs (10%).

 

 

BACKGROUND

 

The Safe Routes to School Striping Project will install pedestrian and bicycle enhancements in the areas around El Marino Elementary School, El Rincon Elementary School, and the Tri-School Complex (Culver City High School, Culver City Middle School, and Farragut Elementary School). The project will include improvements such as high-visibility crosswalks, Class II bicycle lanes, and shared lane markings on Class III bike routes. The locations proposed are in accordance with the City’s Bicycle and Pedestrian Action Plan approved by City Council in June 2020.

 

A total of 143 crosswalks, 14 painted curb extensions, 1,400 ft of Class II bike lanes, and more than 100 sharrow Class II bike lane markings are included with this project.

 

The project also includes striping changes to enhance pedestrian safety at the intersection of Ince Boulevard and Lucerne Avenue.

 

According to the Federal Highway Administration, high-visibility crosswalks can reduce pedestrian injury crashes up to 40%. High-visibility crosswalks use patterns, such as continental or ladder, which are visible to both the driver and pedestrian from farther away as compared to traditional transverse line crosswalks.

 

Class II bicycle lanes can reduce crashes up to 30% on urban 2-lane undivided collectors and local roads. Providing bicycle facilities can mitigate or prevent interactions, conflicts, and crashes between bicyclists and motor vehicles, and create a network of safer roadways for bicycling.

 

Shared Lane Markings on Class III bike routes, or “sharrows,” are road markings used to indicate a shared lane environment for bicycles and automobiles. The sharrows encourage bicyclists to position themselves safely in lanes too narrow for a motor vehicle and a bicycle to comfortably travel side by side within the same traffic lane. Sharrows also alert motor vehicle drivers to the potential presence of bicyclists.

 

On April 18, 2023, a community meeting was held at Farragut Elementary School where the 80% design plans were shared with the community.  Staff received feedback from the community and incorporated the comments into the final plans.

 

On June 15, 2023, the project was presented to the Bicycle and Pedestrian Advisory Committee (BPAC) as part of an update on various Mobility and Traffic Engineering projects.

 

 

DISCUSSION

 

Per the Culver City Municipal Code 3.07.090.C, City Council shall approve plans and specifications prior to the issuance of a notice inviting bids for Public Works Projects exceeding $150,000.  The Public Works Director approved the plans and specifications on June 22, 2023.  As a priority project within the City’s school areas and to complete implementation before the end of the calendar year, approval of the plans and specifications have been combined with this request for construction contract approval.

 

The notice inviting bids was posted on PlanetBids on June 29, 2023. On July 27, 2023, two bids were received by the City’s Purchasing Division. A summary of the bids received is below:

Staff reviewed the two contractors’ bid documents and determined Superior Pavement Markings Inc. submitted the lowest responsive bid. Staff reviewed the bid proposal and found the bid documents responsive and complete. Its bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Superior Pavement Markings Inc. is a well-established general contractor and has completed many similar projects in cities throughout southern California with satisfactory performance.

 

Construction inspection will be performed by City staff. Construction is scheduled to begin in Fall 2023 and is expected to be substantially completed by December 2023. Typical Monday-Friday workdays are anticipated for this project’s construction activities.

 

 

PUBLIC NOTIFICATION

 

Approximately two weeks prior to construction activity, residents in the area will be provided with written information on the project schedule and contact information for questions and/or concerns regarding the project. The City will also use social media to inform residents and nearby businesses of the work and to provide on-going status reports.

 

 

FISCAL ANALYSIS

 

The contract with Superior Pavement Markings Inc. would be for $396,792.32 with a contingency not to exceed $39,700 (10%). The total project cost is $439,492.32. The Adopted Budget for Fiscal Year 2023-2024 includes sufficient funding for the contract in in CIP PZ941 (Safe Routes to School).
