RECOMMENDATION:
Staff recommends the City Council (1) accept the work performed by ACCO
Engineered Systems; (2) authorize filing a Notice of Completion for the Veterans
Memorial Building chiller and boiler replacement project, P- 132; and (3) authorize
the release of retention funds in the amount of $18,845.30 to ACCO Engineered
Systems after the expiration of the 35-day retention period.
BACKGROUND/DISCUSSION:
On May 2, 2011 the City Council awarded a contract to ACCO Engineered Systems
for the replacement of the chiller and boiler equipment for the Veterans Memorial
Center Building. The old boiler and chiller units at the Veterans Memorial Center
Building provided heating and cooling for the auditorium and the front lobby area of
the facility. Both were aged units with the boiler being installed in 1968 and the
chiller in 1986. The units had become an ongoing maintenance issue with frequent
breakdowns. The installed replacement units are anticipated to provide reliable
service and are energy efficient.
FISCAL ANALYSIS:
The approved construction contract amount was $186,351.00. The final
construction cost, including change orders, is $188,453.00. Funds are available in
the project account number 42000132 to fund the final project cost.

The City has received approval of an approximately $8,100 rebate for this project
from the Southern California Edison Company’s rebate program that provides
incentives for local agencies to install energy efficient equipment.
MOTION:
That the City Council:
1) Accept the work performed by the contractor,ACCO Engineered Systems, for the
work performed for the Veterans Memorial Building Chiller and Boiler
Replacement Project, P- 132; and,
2) Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s Office for
recordation; and,
3) Authorize the release of $18,845.30 in retention funds to ACCO Engineered
Systems following the expiration of the 35-day lien period.
