RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager to submit a
Department of Resources Recycling and Recovery (CalRecycle) grant application for
development of a Restaurant and Bar Beverage Container Recycling Program
(Program) for Fiscal Year 2013/2014.
BACKGROUND:
On June 5, 2013, CalRecycle released a Notice of Funds Available for the Beverage
Container Recycling Grants (Competitive) for Fiscal Year 2013/2014. CalRecycle is
providing up to $1,500,000 to promote increased recycling of beverage containers
throughout California. Grant applications are due to CalRecycle by Wednesday, July 17,
2013.
DISCUSSION:
CalRecycle estimates more than 3 billion glass California Redemption Value (CRV)
beverage containers are sold in California each year, but more than a billion of them
typically end up in landfills. Glass can be recycled over and over again, saving energy
and natural resources while providing valuable raw materials to manufacturers.
Culver City has over 200 restaurants and bars that could benefit from a CRV recycling
program (Program). Securing grant funding would provide an opportunity for the City to
implement a custom recycling program for each restaurant and bar. By focusing efforts City of Culver City, California

on the unique needs at each site, staff could work to remove any obstacles preventing
the recycling of beverage containers.
The Program would include the following elements:
• Recycling bins – using a variety of bins, staff would establish recycling in
restaurants and bars through-out the city.
• Recycling rolling totes – participating businesses would receive a rolling recycling
tote to transport recyclables to centralized recycling bins.
• Education and Outreach materials – The Program would be supported with a
variety of educational and outreach materials that would be used to encourage
wait staff, bartenders, and janitorial crews to participate in the Program.
FISCAL ANALYSIS:
Staff is requesting $250,000, the maximum award amount, for equipment and
professional services. If the City’s application is approved, grant funds would be
appropriated in December 2013 and disbursed on a reimbursement basis. The grant
requires no Culver City matching funds; however the City will provide in-kind support in
the form of staff time for planning and oversight.
Should the City be awarded the grant, staff will return to the City Council for the City
Council’s consideration of acceptance and appropriation of the grant award.
