RECOMMENDATION:
Staff recommends the City Council award a construction contract to Thomsen
Landscape, as the lowest responsive and responsible bidder to complete the
necessary work for the Syd Kronenthal Park Playground Resurfacing Project, P-831.
BACKGROUND:
This year’s Capital Improvement Budget includes the Syd Kronenthal Park
Playground Resurfacing Project, P-831.
On June 9, 2003, the City Council authorized a grant application to the California
Integrated Waste Management Board (CIWMB) for the 2003/04 Playground Cover
Grant Program and appropriated $20,000 in California State Park Bond (Proposition
12) Per Capita Funds for the Syd Kronenthal Park Playground Resurfacing Project,
P-831. On February 26, 2004 the CIWMB authorized a grant in the amount of
$25,000 for the Project. The total Project allocation was $45,000.
The project was approved in the Capital Improvements Program in June 2005. The
plans and specifications for the Syd Kronenthal Park Playground Resurfacing
Project were sent out for bid in December 2005. The bid package was sent to 3
firms that had been previously contacted and expressed interest in the project and
had been pre-qualified to receive the bid. The Bid Package was also sent to the 3
local plan rooms and a notice was published twice in the Culver City News.

DISCUSSION:
On January 26, 2006 the City opened bids. Three Contractors responded with the
following bid amounts:
Staff reviewed the proposal from the bidder with the lowest bid (Thomsen
Landscape) and found the bid documents complete. The bonding information was
reviewed and determined to meet City requirements. Thomsen Landscape
references were reviewed and found to be positive.
Construction is expected to commence in March 2006 and be completed within
approximately 30 calendar days.
FISCAL ANALYSIS:
There are sufficient funds in the budget to construct the project. As stated
previously, the City received a California Integrated Waste Management Board
(CIWMB) Playground Cover Grant in the amount of $25,000 and appropriated
$20,000 of the City’s Proposition 12 Per Capita Funds for the project. These are
reimbursement grants. The City has allocated funds in the Capital Improvement
Program (CIP) Budget as the Syd Kronenthal Park Playground Resurfacing Project,
P-831., Fund Number 42300831. The total Project allocation is $45,000. Any
unexpended funds must be returned to the respective granting agencies.
The CIWMB grant requires that all construction be complete and reimbursement
paperwork finalized no later than April 3, 2006. The end of the performance period
for the Proposition 12 Per Capita grant is June 30, 2008.
Public Works staff prepared the construction plans and specifications for this Project
and will provide construction management.

It is anticipated that this Park improvement project will have no significant impact on
the maintenance and operational costs for Syd Kronenthal Park.
MOTION:
That the City Council:
1) Award a construction contract to Thomsen Landscape for the Syd Kronenthal
Park Playground Resurfacing Project (P-831) based on its bid amount of
$43,200;
2) Authorize the Public Works Director/City Engineer to negotiate change orders for
unanticipated conditions and to approve alternative bid items in an amount not to
exceed the unallocated/unexpended portion of the total project budget; and
3) Direct the City Attorney to prepare the necessary documents and authorize the
Chief Administrative Officer to approve the documents.
