RECOMMENDATION:
Staff recommends the City Councilapprove the final plans and specifications and
authorize advertisingfor construction bids for the El Marino Park Playground Project,
P-899.
BACKGROUND:
One of the top priorities of the Parks, Recreation and Community Services
Department is to create safe, modern and engaging play environments in Culver City
parks. To this end, staff has performed a playground audit identifying elements of
the City’s playgrounds that are in need of repair or replacement. As a result of the
playground audit, several elements of the El Marino Park Playground were identified
as being in need of replacement, including the playground equipment for children
ages 5 – 12, all of the swings, and the rubberized surfacing. Since no grant money
could be identified to fund the rehabilitation of El Marino Park, funds from the Park
Facilities fund and the Capital Improvements & Acquisitions fund were set aside for
this project (P-899)
On May 3, 2010, the City Council adopted the Youth Employment Plan for the
Culver City Skate Park Fence Project, P-850, identifying El Marino Park Playground
as an alternate youth employment site and thereby fulfilling the necessary Los
Angeles County Proposition A grant requirement related to the employment of youth
for the Skate Park Fence Project. The Los AngelesCountyRegionalPark and Open
Space District is withholding reimbursement for the Skate Park Fence Project until
the California Conservation Corps has completed this previously authorized work at
the El Marino site in fulfillment of the obligation. City of Culver City, California

DISCUSSION:
The playground equipment for this project was purchased from Landscape
Structures, Inc. in June 2010 and has been warehoused since its delivery. After
overseeing several other capital improvements projects during the past year, staff is
now available to oversee the installation of the playground equipment and wood fibar
surfacing at the El Marino Park Playground.
FISCAL ANALYSIS:
Installation of the playground equipment is estimated to cost $85,000 and there are
currently adequate funds available in the budget of 41900899.730100 (Park
Facilities Fund). .The Parks Facilities Fund (419) is funded by development
(Quimby) fees.
