RECOMMENDATION

 

Staff recommends the City Council approve an agreement with the County of Los

Angeles in an amount not-to-exceed $31,199 to obtain aerial photography and related imagery products through the Los Angeles Region - Imagery Acquisition Consortium (LAR-IAC) Program.

 

 

BACKGROUND/DISCUSSION

 

The City’s Geographic Information Systems (GIS) program manages and publishes data layers of location-based information used by staff and the public. One of the most critical layers is aerial orthophotography. This digital imagery serves as an important base used to verify and assess city infrastructure, build and derive other GIS data layers, and perform analyses.

 

The City has participated in the LAR-IAC program since 2005.  Prior to LAR-IAC the City had been in the practice of updating such data on its own. This was a very costly endeavor as the City contracted independently with vendors to fly, photograph, and process aerials within the city boundary and surrounding areas. In an effort to reduce costs, Information Technology (IT) staff from Culver City and Santa Monica met to discuss cost sharing initiatives for aerial acquisition. A meeting was also held with the Westside cities (Beverly Hills, Culver City, Santa Monica, and West Hollywood) to begin identifying timeframes and data specifications. Subsequently, a meeting was held with the LA County Chief Information Officer to discuss forming a county-wide consortium. The County later formed the LAR-IAC program.  Since 2006, Culver City has played a vital leadership role by also having staff representation on the LAR-IAC Technical Advisory Group (TAG). 

 

In November 2005, City Council authorized participation in the first LAR-IAC project.

At that time, participation in the LAR-IAC program resulted in significant cost savings as approximately 28 other public agencies within LA County collaborated to obtain aerial imagery.  In 2017, the number of participating public agencies has grown to 74.

 

Below is a chronological list of imagery deliverables and the City’s cost as a result of participation in the LAR-IAC program.

 

LAR-IAC 1 (2006, $23,479) imagery deliverables included Orthogonal Imagery (4-inch resolution color and infrared), Oblique Imagery, Elevation Data, and Derived Data such as Tree Canopy, Solar Insolation, Hillshade, etc.

 

LAR-IAC 2 (2008, $24,500) deliverables were reduced to Orthogonal Imagery (4-inch resolution color) and Oblique Imagery as LAR-IAC’s Technical Advisory Group (TAG) determined that Elevation Data did not change often enough and that updates should be scheduled any sooner than every 5 years.  The TAG was able push for new methodologies for consolidating flying both Orthogonal and Oblique Imagery acquisition on the same aircraft where they had been flown on separate aircraft in LAR-IAC 1, resulting in a savings that the group agreed to use toward development of new Derived Data consisting of Building Outlines and access to Pictometry Online (POL), a web-based oblique imagery application.

 

LAR-IAC 3 (2011, $22,050) provided deliverables for new Orthogonal Imagery (4-inch resolution color) and Oblique Imagery, and continued access to POL which had greatly expanded its functionality since LAR-IAC 2 and become an important tool used by many departments at Culver City.

 

LAR-IAC 4 (2014, $31,199) deliverables consisted an across-the-board update of all LAR-IAC products including Orthogonal Imagery (4-inch resolution color, and 1-foot imagery from 2012 and 2013), Oblique Imagery, Building Outlines, Elevation Data, Derived Data, and continued access to POL.

 

LAR-IAC 5 (2017, $31,199) deliverables will include Orthogonal Imagery (4-inch resolution color and infrared), Oblique Imagery, Building Outlines, Elevation Data, Derived Data consisting of High Resolution Land Cover (data derived from several sources classifying trees, grass, bare earth, water, buildings, and roads), and access to ConnectExplorer (the faster and feature-rich replacement of POL).

 

The acquisition cost for these products will not exceed $31,199.

 

Staff recommends continued participation in the imagery acquisition consortium through the County of Los Angeles.  The data deliverables provided from previous LAR-IAC agreements have been of the highest quality.

 

This agreement is exempt from the formal bidding requirements, pursuant to Culver City Municipal Code 3.07.045.F, as it involves an agreement for the purchase of equipment, goods, supplies or services entered into with another governmental entity.

 

 

FISCAL ANALYSIS

 

The proposed agreement with Los Angeles County to obtain aerial imagery products through the LAR-IAC Program would result in an expenditure not to exceed $31,199. Sufficient funds have been allocated in the Information Technology Fiscal Year 2016/2017 budget account 10124100.600200 - R & M Equipment.

That the City Council:

 

1.                     Approve an agreement with the County of Los Angeles to obtain aerial imagery products through the Los Angeles Region Imagery Acquisition Consortium (LARIAC) Program in an amount not-to-exceed $31,199;

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
