RECOMMENDATION:
Staff recommends the City Council authorize advertising for bids for the Lindberg
Park Hut Demolition Project
BACKGROUND/ DISCUSSION:
Lindberg Park Hut (next to the tennis court) located at 5041 Rhoda Way was used
by the City’s Parks, Recreation, and Community Services Department as a youth
sport storage room. The building was closed by Risk Management due to its
condition more than five (5) years ago.
The subject building appears to have been constructed for park use and was likely
erected in the 1940s. Given the age of the building, its condition has deteriorated
over the years and certain construction materials may have been used that no
longer would be used in a more up-to-date structure. The roof system requires
complete removal and reconstruction (reroofing will need to include new joists and
wood underlayment); and rainwater has intruded into the east wall and ceiling and
caused plaster delamination. A preliminary cost estimate to abate the lead based
paint and asbestos and rehabilitate the building properly for public use is
approximately $150,000.
In light of the current condition of the Hut and the extensive effort and cost to
rehabilitate the aged structure, staff recommends that the building be demolished.
The Parks, Recreation, and Community Services Department will look at the
feasibility of using the area for parking of cars, motorcycles and bicycles.

Architectural Resources Group, an architectural historian and preservation planner
firm hired by the City to determine the building’s historical resources concludes that
the subject building does not appear to be eligible for individual listing on the
National Register of Historic Places (NRHP) or the California Register of Historical
Resources (CRHR) as it does not meet any of the four criteria for eligibility.
Furthermore, the property does not appear to be individually eligible for local
designation. A review of the readily available historical record suggests that the
Lindberg Park Hut is not historically significant as an individual resource.
The scope of work for the building demolition includes the following: consistent with
necessary best practices, remove or otherwise handle existing elements of the aged
structure, demolish the hut, and pave the site.
FISCAL ANALYSIS:
The estimated cost for demolition is $35,000. The release of the request for bids
does not create a substantive fiscal impact on the City. Upon receipt and review of
the bid proposals received, staff will discuss the fiscal impact of awarding the
contract in a future staff report.
