RECOMMENDATION:
Staff recommends that the City Council adopt a resolution authorizing the City
Manager to submit a grant application to fund bicycle parking through the
California Department of Transportation’s (Caltran’s) Bicycle Transportation
Account (BTA) grant program.
BACKGROUND:
The BTA is an annual grant program that funds projects intended to improve the
safety and convenience of bicycle commuters in California. This year, $11.9
million are available statewide through this grant program, and the application
deadline is April 27, 2012.
To be eligible to apply for a BTA grant, a local agency must have a Bicycle Plan
that meets specific state requirements. The City’s Bicycle and Pedestrian Master
Plan (BPMP), which was approved by the City Council on November 8, 2010,
was drafted to meet these requirements and, thus, enables the City to apply for
these funds.
DISCUSSION:
Staff recommends submitting a BTA grant application for bicycle parking.
Currently, the lack of convenient, appropriately-placed and well-designed bicycle
parking is a barrier to cycling in Culver City. The proposed grant application, if

approved, will allow the City to purchase and install roughly 200 modern, U-
shaped bicycle racks at suitable locations throughout the City as well as
associated signage. This installation of bicycle racks will significantly increase
the supply of parking around the City, thus helping address this barrier to
increasing bicycle use.
The provision of additional bicycle parking is entirely consistent with the BPMP,
which articulates the following implementation action: “Action 5b1 - Pursue
funding to encourage bicycling and walking for everyday trips by providing
convenient and secure public bicycle parking and support facilities at all public
buildings, parks, Downtown and destination centers.”
FISCAL ANALYSIS:
There is a 10 percent matching requirement for this grant. The total grant cost
for this project is anticipated to be $50,000. If the grant is approved by Caltrans,
roughly $5,000 in matching funds are anticipated to be required, as well as in-
kind staff costs for preparing the application and managing the grant
implementation. Staff is proposing using Gas Tax funds as the project match.
There will also be ongoing maintenance costs which staff anticipates can be
absorbed in the street maintenance budget.
