City of Culver City, California Redevelopment Agency Agenda Item Report RECOMMENDATION: Staff recommends that the Culver City Redevelopment Agency (“Agency”) direct staff to proceed with issuing a letter of intent agreeing to fund the redesign of the column extension for the Exposition Light Rail (LRT) in the Metro Right of Way abutting the Triangle Site in the Washington National area. BACKGROUND / DISCUSSION: On July 14 2008, the Agency authorized staff to negotiate with Metro on the proposed joint use of the Metro Right of Way for development of subterranean parking to accommodate the Agency’s and Metro’s parking needs related to the Washington National TOD and Metro’s LRT projects. Since that Agency meeting, staff met with Metro and Expo representatives and presented the draft MOU for consideration. Metro expressed its interest in proceeding with the MOU but has not acted quickly enough to accommodate Expo needs to fund the redesign of the station which is progressing quickly. Staff has made several efforts to move the MOU forward without success. On September 17, 2008, Eric Olson, Senior Engineer for Expo, requested that staff provide a letter confirming the Agency’s intent to fund the cost for redesign of the station so that he can instruct the contractor/designer to proceed with construction drawing revisions and final engineering for the column extensions that are required to accommodate the Agency’s structured parking for the TOD. In light of the need to proceed with the station redesign now, staff is requesting Agency direction on issuing the requested letter which is intended to cover only the cost for column redesign and not the cost for construction which is addressed in the Meeting Date: 9/22/08 Item Number: A-1 AGENDA ITEM: Consideration of Agency Participation Related To Exposition Light Rail Column Extension Redesign. With Agency direction to proceed, Agency General Counsel will prepare the letter to Metro. The letter of intent will refer to the draft MOU previously reviewed by the Agency. FISCAL ANALYSIS: The redesign cost is $200,000. The Agency will forfeit the cost of the redesign fees in the event that it does not proceed with the TOD project parking in the Metro Right of Way. Funds for this effort are available in Tax Exempt Bond Funds 553. A budget amendment is needed to appropriate the $200,000. MOTION: That the Culver City Redevelopment Agency: 1. Authorize staff to send to EXPO Authority a letter of intent to implement the redesign of the station to accommodate TOD structure parking; and 2. Appropriate $200,000 from tax exempt bond funds to fund the cost of the redesign.
