BACKGROUND:
In 2003, the City Council adopted permit parking for Van Buren Place, south of Town
Plaza, on weekends, from Friday, 6:00 p.m. to Sunday 12:00 a.m. Subsequently, the
residents of Van Buren Place submitted a petition to the City Engineer and was
heard by the Traffic Committee in May 2005. The petition requested modification of
the original Council-approved hours of restriction to include weekdays because the
residential community was experiencing parking intrusion during the week, not just

the weekend. The petition was approved recommending that the parking restrictions
be 1-hour parking, from 12 noon to 12 midnight, daily. Due to staff turn-over, the
recommended 2005 parking restriction was not brought back to Council prior to
posting of the signs in the Summer of 2005. The original Council-approved
restrictions are still in the current permit parking resolution and would be changed to
reflect to the restrictions recommended under this staff report and resolution.
Recently new restaurants have opened for business in the downtown area, and it
has been reported by residents that more employees and patrons are parking in the
residential areas to the south of Town Plaza during the weekdays.
Two petitions requesting permit parking have been received from two blocks in this
area. The petitioners state there has been additional non-resident parking on their
streets which is impacting their quality of life.
This item originally appeared on the November 17, 2008 City Council agenda.
However, because of other items on that agenda, the City Council did not consider
this item and continued it until this evening.
DISCUSSION:
The Rules and Procedures for Preferential Parking Districts, include the following:
“The primary purpose of a preferential parking district shall be to limit
excessive intrusion of non-residential parking into residential
neighborhoods, where such parking practices have negatively impacted
the residential area. In addition, to support the primary purpose of the
preferential parking zone, restrictions may be implemented that help to
enhance the quality of life in residential neighborhoods by reducing noise,
traffic hazards and litter; and to encourage carpooling and use of transit.”
In order to address the concerns expressed by residents to the City Council at public
meetings and to staff as well, a parking district is proposed in the residential
neighborhood to the south of Downtown.
Existing Parking Restrictions
To create the Linwood Howe Parking District, uniformity of parking restrictions will
need to be established among the streets with existing permit parking. The map on
page two of this report identifies proposed boundaries for the parking district. Some
of the streets within this boundary already have permit parking. The table below
indicates the various existing parking restrictions of such streets.

Proposed Parking Restrictions
The restrictions for the above segments were developed, for the most part, by
independent petitions. With the success of the downtown area, a commonality of
parking concerns has concurrently developed. There appears to be, from staff’s
perspective, two distinct needs for parking restrictions:
1. The need to protect the residential neighborhood from parking intrusion during
the peak periods of the patronage to the downtown area, that is, Friday,
Saturday, and Sunday. To this end, the present restrictions posted on Farragut
Drive are also appropriate for the other streets within the proposed boundary, so
that during this period of time, parking is by permit and is restricted to residents
only.
2. The need to protect the residential neighborhood from parking intrusion from
Monday through Friday by employees of the downtown commerce and their
patrons. Concurrently, there is a need to balance this with the needs of the local
commerce. To this end, the restriction of 1-hour parking, permit exempted, from
Sunday 12:00 a.m. to Friday 6:00 p.m., allows for some short-term parking by
non-residents. Parking for stays of longer duration by patrons to the downtown
area can be accommodated by the Watseka, Cardiff, and Ince parking structures.
Parking by guests of the residents is accommodated under the Council-approved
program by the issuance of paper “passes” by the residents. City of Culver City, California

Activated by Petition
Streets that presently do not have permit parking would have permit parking signs
installed only after a duly executed petition has been submitted to the City, as per
the City Council-adopted criteria. A parking survey and study would not be needed,
nor any additional City Council action.
Therefore, if the City Council adopts the resolution to create the Linwood Howe
Preferential Parking District, each block that presently does not have permit parking,
would be required to submit a petition requesting preferential parking, with a
minimum of 75% representation of the residents on the block, if the residents on that
block desire preferential parking to be put in place. All the streets that presently
have permit parking would have the posted signs altered with overlay decals to
indicate the proposed parking restrictions contained in this staff report.
FISCAL ANALYSIS:
Van Buren Place residents, at Council’s direction, received a fee waiver for parking
permits (resulting in the permits being available free of cost). All other preferential
parking zones pay $16 per calendar year for each permit. Fees received are
deposited to the General Fund. Based on the fee waiver granted by the City
Council, the typical fees for performing the parking studies will not apply. However,
fees associated with new parking signs will be applicable.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CULVER CITY, CALIFORNIA, DESIGNATING
CERTAIN STREETS AS PREFERENTIAL PARKING
ZONES AND RESCINDING RESOLUTION NO. 2007-R011.
WHEREAS, Resolution 2004-R085, adopted on November 22, 2004, adopted
procedures and regulations for establishing preferential parking zones and designated certain
streets as preferential parking zones; and
WHEREAS, the City Engineer recommends to the City Council that a Preferential
Parking District known as the Linwood Howe Residential Parking District, comprised only of
the residential frontages of Van Buren Place from La Ballona Creek to School Street; Irving
Place from Lucerne Avenue to School Street, La Fayette Place from Lucerne Avenue to
Culver Boulevard; Duquesne Avenue from La Ballona Creek to Culver Boulevard;
Braddock Drive from Duquesne Avenue to Irving Place; Farragut Drive from La Fayette
Place to Van Buren Place; Ince Boulevard from La Ballona Creek to Washington
Boulevard; and Lucerne Avenue from Duquesne Avenue to Ince Boulevard, be designated
as a preferential parking streets; and
WHEREAS, the City Engineer has evaluated the recommendation pursuant to the
rules and procedures adopted by Resolution No. 2004-085 in Exhibit "A" and concurs that
the above designations are necessary to limit excessive intrusion of non-residential parking into a
residential neighborhood where such parking practices have negatively impacted the
residential neighborhood; and
WHEREAS, the City Council hereby approves the recommendation of the City
Engineer and designates the residential frontages of the streets in the Linwood Howe
Residential Parking District as resident-only parking with a permit from Friday, 6:00 p.m. to

WHEREAS, the current List of Zones and Corresponding Parking Restrictions
attached as Exhibit "B" to Resolution No. 2004-085 must be amended to reflect the
addition of the Linwood Howe Residential Parking District as preferential parking streets;
NOW, THEREFORE the City Council of the City of Culver City, DOES HEREBY
RESOLVE as follows:
1. Procedures and Regulations for Preferential Parking Zones:
Pursuant to Vehicle Code Section 22507 and Culver City Municipal Code Section
7.03.300, the Procedures and Regulations for Preferential Parking Zones, attached
hereto as Exhibit 'A", are hereby approved and adopted. The Engineering Division shall
have authority to promulgate and administer procedures and regulations implementing
preferential parking zones, the issuance of preferential parking permits and the collection
of fees for these permits.
2.
Preferential Parking Zones Established: Pursuant to Vehicle Code
Section 22507 and Culver City Municipal Code Section 7.03.300, the streets identified in
Exhibit"B," attached hereto, are established as preferential parking zones and
preferential parking shall be permitted on said streets in accordance with the regulations
set forth therein.
3. Signs: Signs shall be posted within any preferential parking
zone giving notice of all preferential parking restrictions.
4.
Preferential Parking Privilege: Within a preferential parking zone,
the following are exempt from any posted 'Time-Limited Parking Except By Permit" or "No
Parking Anytime Except By Permit" parking restrictions:

a. A vehicle with a valid preferential parking permit, issued for
use in the zone in which the vehicle is parked and displayed in accordance
with the instructions issued with said preferential parking permit;
b. A vehicle displaying an authorized disabled person's
placard issued pursuant to Vehicle Code Sections 22511.55 or 22511.59; or,
G. A vehicle displaying an authorized disabled person's
identification license plate issued pursuant to Vehicle Code Section
5007.
5. Limitation on Preferential Parking Privilege: Notwithstanding the
preferential parking privilege created in Section 4, above, a vehicle with a preferential
parking permit shall comply with all other governing parking restrictions,
regulations or laws including, but not limited to, restrictions applicable to street
sweeping activities.
6. Resolution No. 2007-R011 is hereby rescinded.
