BACKGROUND

 

Subcommittee members previously requested information regarding the City’s Development Impact - Mobility Improvement Fees.

 

Development Impact Fees are one-time charges assessed during the planning and permitting process for new development in the City.

 

Staff will provide a brief overview of the Mobility Improvement Fee, specifically how the funds can be spent and whether they can be restricted. Members may discuss and provide direction to staff.

 

 

DEVELOPMENT IMPACT - MOBILITY IMPROVEMENT FEE DETAILS

 

Culver City has various fees for new development: (1) Affordable Housing Commercial Development Impact Fee; (2) Art in Public Places Program In-Lieu Fee; (3) Mobility Improvement Fee; (4) New Development Impact Fee - All Areas (1, 2, and 3); and (5) Park Land Impact and Parkland In-Lieu Fees.

 

Funds collected for the Mobility Improvement Fee are allocated for use by the Public Works Department to annually fund various mobility-related projects.

 

Each year, Culver City produces a Development Impact Fee Report for each fee program. The report for the Mobility Improvement Fee program for Fiscal Year 2024-2025 (Fiscal Year Ending June 30, 2025) is attached and includes details regarding fee rates, fund balances, and projects to which the fund could be allocated.

 

Mobility Improvement Fee Report FY Ended June 30, 2025 - Summary

 

The purpose of this fee is to provide a method for new development projects to pay their fair share towards the funding of the City's identified mobility infrastructure and programs, intended to reduce vehicle miles traveled and needed to support projected jobs and housing growth. The projects funded by this fee assists in creating new and improved mobility alternatives to single-occupancy driving, helps to reduce the amount of transportation-related greenhouse gas emissions, and addresses the need to move more people through and around the City generated by new developments, thereby supporting a balanced community which is beneficial to public health, safety, and welfare of the City.

This fee was adopted June 2021 and became effective August 2021. Funds are accounted for in a separate Mobility Improvement Fund #437.

 

This fee is largely based on square footage depending on the type of development. In Fiscal Year 2024-2025, the Mobility Improvement Fee generated $424,550 in fees and had an ending balance of $3,466,540.

 

A variety of mobility-related projects are identified.
