City of Culver City, California Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve a Memorandum of Understanding (MOU) between the City of Culver City (City) and the City of Los Angeles (Los Angeles) for Culver City to manage and enforce Culver City’s residential parking regulations and restrictions on the segment of Atlantic Avenue located in the City of Los Angeles. BACKGROUND: Atlantic Avenue is a one-block long, semi-circular street bounded on both ends by Washington Boulevard. Atlantic Avenue is bisected by the city boundary between the City and Los Angeles. As a result, some of the homes and on-street parking spaces on Atlantic Avenue are in each of the two cities and are subject to the parking regulations of their respective cities. There are 31 dwelling units on Atlantic Avenue. Of these, six are in Los Angeles, and 25 are in the City. There are 55 parking spaces on the block. DISCUSSION: Approximately ten years ago, the residents of Atlantic Avenue approached City staff requesting relief from non-residential parking intrusion. Because of the shared jurisdictional boundary, City staff proposed the idea of residential parking restrictions to Los Angeles Department of Transportation. However, they did not support the proposal. Approximately five years later, following continued complaints, City staff renewed attempts to address the residents’ concerns by working with Los Angeles City Council District 11 staff. With the support of then- Councilman Rosendhal's Office, the process towards a joint jurisdictional solution for parking intrusion was started. The process was recently completed with the support of Los Angeles Councilman Bonin and his staff. In the proposed MOU, Los Angeles delegates to the City: 1. Administration of the permit parking program for residences in Los Angeles – including the collection of permit fees; and, 2. Enforcement of Los Angeles parking regulations in the 12 parking spaces located in Los Angeles (which regulations would be identical to those applicable to the spaces located within Culver City). The parking restrictions that would be enforced in Los Angeles would be identical to the restrictions in the segments of Atlantic Avenue in the City. Collaboration by Los Angeles and the City in the proposed MOU will benefit the residents and business patrons of the area, and standardized parking restrictions on all of Atlantic Avenue will prevent confusion that would otherwise be caused by two sets of regulations from both cities. The City Council of the City of Los Angeles has approved the proposed MOU. Parking Restrictions The City Council, in November of 2013, adopted the revised permit parking policy. The residents of Atlantic Avenue have submitted two qualifying petitions, in conformance with the City Council Adopted Policy, for the following: City of Culver City, California Agenda Item Report 1. Daytime restriction of 2-hour parking for vehicles not displaying a residential parking permit, Monday through Saturday, 8 am to 5 pm; and 2. Nighttime restriction of permit-only parking, daily, from 5 pm to 2 am. Because the Policy authorizes staff to administratively implement the pre- approved parking restrictions when a qualifying petition has been submitted, the City Council does not need to take action regarding the requested parking restrictions. The 12 parking spaces adjacent to businesses would not be restricted. FISCAL ANALYSIS: Approximately 12 signs, at an approximate cost of $660, will be required to provide adequate notice of the parking restrictions to the public. Of these, five signs will be in Los Angeles and seven in Culver City. The cost of installation of the signs is projected to be approximately $330, which includes staff time and equipment. There is adequate funding available in the Neighborhood Traffic Management Program (42080000.730100.PZ599) to pay for the above costs. MOTIONS: That the City Council: 1) Approve an MOU between the City of Culver City and the City of Los Angeles; and, 2) Authorize the City Attorney to review/prepare the necessary documents; and, 3) Authorize the City Manager to execute such documents on behalf of the City.
