RECOMMENDATION
Staff recommends the City Council adopt a Resolution approving the Legislative and Policy Platform (LPP) effective May 26, 2026, which guides the City’s positions on state and federal legislation, and rescinding Resolution No. 2024-R081.
BACKGROUND
The Legislative and Policy Platform (LPP) outlines Culver City’s official positions on legislative issues and guides its advocacy at the state and federal levels. It helps the City respond efficiently to matters affecting its interests and communicate effectively with legislators and the public. The City’s Government and Legislative Affairs Coordinator monitors legislation with City departments to protect and advance these interests. The current LPP was approved by the City Council on November 11, 2024, via Resolution No. 2024-R081 (Attachment 1). On January 12, 2026, Mayor Puza and Council Member McMorrin were appointed to the Ad Hoc 2026 LPP Subcommittee.
DISCUSSION
City staff reviewed the current LPP and incorporated updates based on City Council strategic priorities, Work Plans, and input from the Ad Hoc Subcommittee. (Attachment 2)
Summary of Changes
• New framing and structure. The 2026 LPP opens with a civic “about Culver City” narrative and re-organizes the LPP around City Council Strategic Goals and 2026 strategic priorities, whereas the 2024 version centered on a Purpose Statement, Program Goals, and Strategies/Actions.
• Governance/process streamlined. The 2026 LPP shortens process language and specifies staff will prepare position letters for the Mayor, while the 2024 version included a longer governance section (e.g., department restrictions, ballot-measure rules, etc.).
• Policy content updated. The 2026 LPP adds or revises positions on DEI, community-based public safety, nuisance abatement safeguards, construction contract administration and prevailing wage enforcement, autonomous vehicles and mobility plan implementation, housing/RHNA and trust funds, oil/gas well decommissioning cost responsibility, and community engagement/civic tech. It also removes the 2024 version’s references to Prop 47/57, Community Service Officer hearsay without limitations, facial recognition policy, and named regional healthcare facilities. Given the often fast pace of state legislation, the City must be prepared to respond quickly through various means such as written communication, legislative engagement, or public testimony. Once adopted, the City Manager’s Office will continue managing state and federal legislative affairs, classifying the City’s stance on bills using five categories: Support, Oppose, Oppose Unless Amended, Support If Amended, and Watch. Staff may prepare and send position letters - typically signed by the Mayor or Vice Mayor (in the absence of the Mayor) - and recommend when such actions or testimony are appropriate.
Both the City Council and staff may provide testimony on legislative matters. The updated LPP is now presented to the City Council for review and recommended adoption, if desired, with future updates to be made as needed.
FISCAL ANALYSIS
There is no direct fiscal impact associated with this item. However, successful results from various program areas could mean protection of existing City revenues or receipt of additional funding for projects/programs that would benefit the City. Alternatively, outcomes from certain legislation that become law could have a negative fiscal impact on the City.

recommended action
MOTIONS
That the City Council:
1. Adopt a Resolution approving the Legislative and Policy Platform (LPP) effective May 26, 2026, and rescinding Resolution No. 2024-R081; and
2. Authorize the City Manager or their designee to implement the LPP in accordance with its provisions; and
3. Authorize and direct the Mayor and Vice Mayor (as necessary), as representatives of the City Council to submit the appropriate documents and correspondence in keeping with the goals of the LPP; and
4. Authorize the testimony of any Member of the City Council before a legislative body, whereupon the position advocated is consistent with City Council policy and the LPP; and
5. Authorize the City Manager or their designee to provide testimony before a legislative body and/or executive branch department consistent with the LPP.
