RECOMMENDATION

 

Staff recommends that the Bicycle and Pedestrian Advisory Committee (BPAC) consider creation of a new National Blvd Ad-Hoc Subcommittee, and if created, appoint two Members.

 

 

BACKGROUND

 

The Ralph M. Brown Act (Brown Act) defines the differences between a “Standing Subcommittee” and an “Ad Hoc Subcommittee.” In summary, Standing Committees are required to comply with the provisions of the Brown Act (including public notification and public participation), while Ad Hoc Subcommittees are not subject to those requirements. A standing committee has a continuing subject matter jurisdiction, or a meeting schedule fixed by charter, ordinance, resolution, or formal action of a legislative body. Whereas, in general, an Ad Hoc Subcommittee serves only a limited or specific purpose, is not perpetual, and is dissolved when its specific task is completed or time period expires.

 

 

DESCRIPTION

 

At the August 25, 2025 BPAC meeting, Members discussed the possibility and agendized creating a new subcommittee that would engage with staff and the community regarding possible improvements to the street, intersections, and sidewalks along National Blvd between Jefferson Blvd and Washington Blvd.

 

Members of BPAC can always communicate directly with staff and City Council. Further staff will return to BPAC with considerations for improvements when in planning. BPAC should consider the benefits and challenges of creating a new subcommittee, and if created, appoint two members to the Subcommittee.

 

 

RECOMMENDED MOTION

 

That BPAC make a motion to:

 

(1) Create a new National Blvd Ad Hoc Subcommittee with newly defined objectives or activities; and

 

(3) Appoint two members to the Subcommittee to begin work as of September 25, 2025 through June 30, 2025.
