RECOMMENDATION
Staff recommends the Bicycle and Pedestrian Advisory Committee (BPAC) 1) receive a presentation of a preliminary wayfinding signage plan that guides pedestrians, bicyclists, and motorists to the Exposition Light Rail Station (Station) and 2) appoint a BPAC committee member to participate in a stakeholder group formed to refine the wayfinding signage plan.
BACKGROUND/DISCUSSION
On October 26, 2015, the City Council adopted a resolution approving the submission of a grant application to the Los Angeles County Metropolitan Transportation Authority (Metro) to install 20 wayfinding signs that guide pedestrians, bicyclists and motorists to the Exposition Light Rail Station (Station) (the “Project”). The grant was approved by the Metro Board of Directors on March 16, 2016. An agreement was subsequently prepared and executed between the City and Metro on August 4, 2016 for the Project. The total project budget is $46,000 with costs split evenly between Metro and the City.
The Bicycle and Pedestrian Master Plan adopted in 2010 suggests a need for wayfinding signage along Washington Boulevard and this need was also recommended in the Culver City Bicycle and Pedestrian Safety Assessment conducted by consultant Fehr and Peers in 2014. The Project includes replacement of 4 faded signs downtown and installation of 16 new signs, many of which are located along Washington Boulevard within a one mile radius of the Station. The joint signs allow the City to add supplementary directional signage to also guide individuals to City districts, transit and bicycle hubs, parks, landmarks, public parking and other destinations. Each sign includes the travel time in minutes to reach the Station by bicycle and on foot. The design of the sign mirrors that of existing signs located in the City’s downtown and has been approved for use by Metro. (See Preliminary Wayfinding Signage Plan attached).
Staff formed a team comprised of members from the Public Works, Transportation, and Community Development departments to prepare a preliminary Wayfinding Signage Plan (Plan). Staff requests the BPAC appoint a committee member to join a stakeholder group comprised of representatives from the Downtown Business Association, BikeCulverCity, the Arts District, and the Washington/National Transit Oriented District whose task is to refine the signs and prepare a final Plan. Staff also requests BPAC members review the Plan and submit their comments to the appointed BPAC member to share with the other stakeholders.
Once the stakeholder group finalizes the Plan, a firm will be hired to prepare specifications and signage artwork to bid out to competing firms to fabricate and install them.
