RECOMMENDATION:
Staff recommends the City Council (1) approve the final plans and specifications and
(2) authorize the publication of a notice inviting bids for the Linwood E. Howe Safe
Routes to School Project, PZ941.
BACKGROUND/DISCUSSION:
On June 24, 2013, the City Council rejected the bids on this project due to bids
exceeding available project budget with the intent of re-bidding the project after
modifying the project plans and specifications to allow for flexibility in reducing the
scope and cost of the project.
As such, the plans and specifications have been modified as follows:
• Add alternate bid item for improvements at the intersection of Washington
Boulevard/Higuera Street.
• Add alternate bid item for improvements at the intersection of Braddock
Drive/Lincoln Avenue.
• Add alternate bid item for improvements at the intersection of Lucerne
Avenue/Ince Boulevard.
The City was awarded a State grant for the Linwood E. Howe Safe Routes to School
Project (PZ941), in the amount of $447,480, with a City matching contribution of
$49,720 and $30,280 in design costs. The purpose of the grant is to create safer
routes for walking and biking to and from school by using nationally-proven physical
improvements to address common safety concerns for pedestrians, bicyclists, and City of Culver City, California

drivers. The proposed project consists of adding bike facilities along several streets
near the school and constructing physical improvements, such as new curb
extensions, perpendicular curb ramps, and striping high visibility crosswalks and
advanced STOP bars at a number of locations on routes to the school.
