RECOMMENDATION:
Staff recommends that the City Council approve the plans and specifications and
authorize the advertising for construction bids for the Americans with Disabilities Act
(ADA) Accessible path of travel component of the Veterans’ Memorial Playground
Improvements, P-924.
BACKGROUND/DISCUSSION:
On May 26, 2009, the City Council adopted a resolution allocating funding from the
Community Development Block Grant (CDBG) program to be used for the
enhancement of the accessibility of the playground, including associated paths of
travel, at Veterans’ Memorial Park.
Recently, the City completed installation of new playground equipment and
engineered wood fiber safety surfacing, an appropriate safety surfacing to ensure
ADA accessibility.
The ADA path component of the project will provide for the elimination of
architectural barriers, in accordance with the ADA, at Veterans’ Memorial Park.
ADA improvements will allow accessibility for the City’s disabled population, the
elderly, and residents with mobility restrictions. Improvements will include adding
accessible surfacing to complete the path of travel across the Park from Barman
Avenue on the south to the playground area on the north, and related City of Culver City, California

improvements. The type of surfacing to be used will be decomposed granite (DG),
which is an ADA compliant surfacing material.
Aeryn Donnelly, Landscape Architect Associate, under a contract with the City,
completed the design and preparation of the plans and specifications for this Project.
FISCAL ANALYSIS:
Funding for the Veterans’ Memorial Park playground improvements is provided by
the CDBG allocation, Los Angeles County Proposition A Excess funds and the
KaBOOM! grant.
The Parks Division estimate for the construction of the ADA path of travel
component of the project is $20,000. The current amount of CDBG funds
appropriated for this project ( Account Number 42800924.730100) is $65,607.
