RECOMMENDATION
Staff recommends the City Council adopt a resolution calling a Public Hearing for May 23, 2016 to determine whether the public health, safety or welfare requires the formation of Underground Utility District 13 for the City-owned properties located at 12403 - 12423 Washington Boulevard, 4064 Colonial Avenue, and 4061 - 4063 Centinela Avenue, and certain portions of adjacent public right-of-way.
BACKGROUND
The Market Hall, located at 12403 - 12423 Washington Blvd., 4064 Colonial Ave., 4061 Centinela Ave. and 4063 Centinela Ave, as currently planned, will include approximately 40,000 square feet of leasable floor space consisting of one or more anchor tenant(s) complemented by numerous artisanal vendors and specialty shops offering breads, wines, olives, meats and cheeses, as well as other items and articles conducive to a relaxed and pleasant shopping and dining experience. Prepared foods will be available for take-out or on-site consumption at indoor and outdoor dining areas situated throughout the Market Hall.
On the northwest corner of Washington Boulevard and Centinela Avenue the Market Hall Project will include on-site parking in an abutting parking structure of 200+ stalls, with 170 spaces dedicated to the Market Hall plus 47 additional public parking spaces to serve the surrounding commercial corridors. An additional 28 at-grade parking spaces will be available on Site B on the northeast corner of Washington Boulevard and Centinela Avenue.
There are currently active utility poles on the Project site with live conduit crossing the property. These poles and wires prevent the development of the Project. In order to fully utilize the Site, these utilities must be relocated or rerouted around the Project’s footprint. Unless the utilities are relocated or rerouted, it will not be practical to construct the parking garage and a significant portion of the Market Hall itself.
DISCUSSION
To initiate an Underground Utility District and utilize Rule 20A funds, Southern California Edison requires the sponsoring entity to adopt an undergrounding resolution that will, among other things, require other utilities on the poles to underground their facilities at their cost. The Rule 20A funds can only be used to underground SCE facilities.
Culver City Municipal Code Section 5.04 details the procedures for formation of an underground utility district, removal of overhead utility facilities, and installation of underground facilities. Since 1968, 12 UUDs have been formed in the City. The most recent UUD was formed in 2015 for the undergrounding of poles along La Cienega Boulevard, beginning approximately 700 feet north of Kenneth Hahn Bridge and ending 650 feet south of Wrightcrest Drive. Should the City Council adopt the proposed resolution, all affected utilities and property owners within 500 feet will be notified of the public hearing.
On February 23, 2015, the City Council approved Underground Utility District 11 at and near the intersection of Culver Boulevard and Sepulveda Boulevard. The approval was only for the above ground distribution lines in this District. The completion date of the undergrounding is December 31, 2018.
If this proposed Underground Utility District 13 is approved by the City Council, the completion date of Underground Utility District 11 will be rescheduled to December 31, 2020.
FISCAL ANALYSIS
In order to fund this project, SCE will use Rule 20A funds that are currently accumulated. The total project cost is estimated to be about $500,000. However, this proposed project will delay the construction of Underground Utility District 11, as it will require an additional two years to accumulate the necessary funds.
