RECOMMENDATION
Staff recommends the City Council approve a second amendment to an existing general services agreement with Marina Landscape, Inc. for City-Wide Landscape Maintenance Services to increase the not-to-exceed amount by $605,075for an aggregate not-to-exceed amount of $1,371,305 to support the 2026 and 2027 extensions for landscape maintenance throughout the City.
BACKGROUND
On February 2, 2023, the Parks, Recreation and Community Services Department (PRCS) released a Request for Proposals (RFP) No. 2311 for City-wide landscape maintenance services. The RFP included landscape maintenance services for sites managed by PRCS, the Economic Development Division (EDD), and the Transportation Department, as well as the Blackwelder/Ballona Creek Annual Clean-Up.
On April 10, 2023, Marina Landscaping Inc. was awarded the contract for landscape maintenance based on their responsive proposal. The original term of the agreement was May 1, 2023 to December 31, 2025, a period of two years and seven months, with a not-to-exceed amount of $766,230.
On October 21, 2025, an amendment was made to the original contract, which provided an additional one-year term from December 31, 2025, through December 31, 2026. The amendment extended the expiration date of the agreement; however, it did not increase the total not-to-exceed amount.
DISCUSSION

The overall amounts for the current amended agreement are broken down as follows:

Mathematically, this can become difficult to follow because the life of the amended agreement has seven months in addition to the annual allowances. The costs are broken down as follows:
The not-to-exceed amount for the life of the amended agreement (May 1, 2023 - December 31, 2026) is $766,230.
The Parks Division’s monthly costs are $19,573.30 which accounts for the numbers associated with the Parks Division. However, the Parks Division also oversees the Special As-Needed Projects, so the Parks Division has $262,204.60 for annual cost and $677,361.88 for the life of the amended agreement.
Staff has been satisfied with the work Marina Landscape Services has performed to date for the Parks Division, EDD and Transportation, and Marina Landscape Services has agreed to continue to provide the same level of service at its existing rates for 2026 and has requested to increase its rates by 4% in 2027. Staff recommends that the City amend the agreement to extend the term through December 31, 2027 at an annual cost not-to-exceed $296,605 for calendar year 2026 and an annual cost not-to-exceed $308,470 for calendar year 2027 for an aggregate total amount-not-to-exceed $1,371,305 over the entire term of the proposed amended agreement.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding for these services in multiple accounts. There is sufficient funding in Account No. 10130300.619800 (Parks Division - Other Contractual Services) in the amount of $262,204.60 for the parks-related landscape services which can be found in the PRCS section of the budget book on page 329. There is sufficient funding in the amount of $20,000.40 for the EDD-managed landscape services in Account Nos. 10110500.619800 (Economic Development - Other Contractual Services) which can be found on page 193 of the budget book, 42516510.619800 (West Washington Landscape Maintenance District #1 - Other Contractual Services) which can be found on page 568 of the budget book and 42516520.619800 (West Landscape Maintenance District #2 - Other Contractual Services) which can be found on page 569 of the budget book. There is sufficient funding in Account No. 41880000.730100 CIP No. PS017 (Tactical Mobility Lane) in the amount $14,400 to fund the transportation-related landscape services which can be found on page 590 of the budget book.
Funding for future years of the proposed amendment will be included in the base budget in future fiscal years.

That the City Council:
1. Approve a second amendment to the existing general services agreement with Marina Landscape, Inc. for City-Wide Landscape Maintenance Services to increase the not-to-exceed amount by $605,075 for an aggregate not-to-exceed amount of $1,371,305 to support the 2026 and 2027 extensions for Landscape Maintenance throughout the City;
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City manager to execute such documents on behalf of the City.
