RECOMMENDATION

 

Staff recommends the City Council receive and file a report related to emergency response expenditures pertaining to the Local Emergency Regarding Homelessness declared by the Director of Emergency Services on January 3, 2023 and ratified by the City Council on January 9, 2023. 

 

 

BACKGROUND

 

To combat homelessness in Culver City in an impactful way and create a continuum of care approach that leads with care and service for our unhoused residents, the City Manager, in his capacity as Director of Emergency Service, proclaimed a local emergency on homelessness on January 3, 2023 (“Homelessness Emergency”).  On January 9, 2023, the City Council adopted Resolution No. 2023-001 ratifying the Proclamation of Homelessness Emergency (Attachment 1).

 

Under the authority of Culver City Municipal Code (CCMC) Sections 3.07.060.B and 3.09.040, which enables the City to purchase equipment, goods, supplies and services in connection with emergency activities in the event of a locally declared emergency without following the formal bidding procedures otherwise required by the CCMC.  This report outlines the emergency response expenditures made during the course of the Homelessness Emergency to date.

 

 

DISCUSSION

 

Since the proclamation of the Local Emergency, the City has achieved the following:

                     Implemented the Safe Sleep Program to serve up to 40 unhoused neighbors in 20 tents (suites);

                     Implemented the Motel Master Leasing Program which will provide 64 motel rooms for temporary interim housing and includes three daily meals;

                     Fast-tracked the hiring of staff for the Mobile Crisis Intervention Unit and acquisition of a van for the Unit.

                     Completed the two Project Homekey facilities.

                     Conducted 53 Care and Service Days that provide cleaning and debris removal as well as outreach services to locations throughout the City were the unhoused congregate.

 

Many agreements for services related to Project Homekey, Safe Sleep and the Motel Master Leasing Program have been formally approved by City Council over the last year. This report details the additional emergency response expenditures approved by the Director of Emergency Services pursuant to his authority under the emergency ordinance.

 

Emergency Response Expenditures

 

Since the Homelessness Emergency was ratified on January 9, 2023, the City has dedicated over $15 million to address homelessness in the Revised Budget for Fiscal Year 2023-2024.  The following list of expenditures is covered under the budgeted funds for the current and prior fiscal years. The expenditures represent those that were procured under the emergency ordinance to expedite project completion and service delivery. 

 

                     Culver City Wellness Village (Safe Sleep)

o                     $5,760.00 - Innovative Pest Management (pest control to site monthly) (yearly cost)

o                     $5,014.32 - Refuse Services City of Culver City Sanitation Department (trash removal) (yearly cost)

o                     $160,000.00 - Diamond Environmental Services (restrooms, handwashing stations at Culver City Wellness Village and Venice/405 (January 2023-October 24, 2023) (yearly cost)

o                     $123,876.00 - Sunbelt (power generators to site) (yearly cost)

o                     $96,142.88 - Onward/Inyo Networks (internet and security cameras to site) (one-time set up fee and yearly cost combined)

o                     $11,340.00 - Blu Bulk (water to site) (yearly cost)

o                     $83,231.40 - CA Panther Security (security at site prior to Urban Alchemy’s arrival) (one-time cost)

o                     $41,984.55 - (Home Depot, Amazon, Big 5 Sporting Goods, HomeGoods, Discount Ramps, ACE Hardware, Ikea, REI for soft good for the site) (one-time cost)

o                     $12,000.00 - Professional Services Agreement with Andy Gump handwashing stations located at Grace Lutheran Church for Meal Program (yearly cost)

o                     $117,563.76 - Professional Services Agreement with CA Panther Security to provide security at Culver City Senior Center (6-month period cost)

o                     $415,000.00 - Professional Services Agreement with Woods Maintenance Services to provide debris clean up at various City sites (yearly cost)

o                     $ 39,250.00 - Professional Services Agreement with AZ Constructions Inc. dba Ace Fence Company to supply fencing and set up at two locations (one-time cost) 

 

                     Project Homekey

o                     $34,235 - Professional Services Agreement with Stanley Pest Control for termite testing and tenting

o                     19,600 - Professional Services Agreement with Fire Safe Group for the installation of fire sprinkler anti-tampering cages

o                     $20,000 - Professional Services Agreement with Ace Fencing for the installation of ADA railing, floor safety coating, and safety fencing of building infrastructure

o                     $31,808 - Professional Services Agreement with MIWA for installation of electric locking systems

o                     $23,930 - Professional Services Agreement with MasterCorp for interior guest room and common area cleaning and sanitization

o                     $36,845 - Professional Services Agreement with Panther Security to provide 24/7 of site during construction

 

 

FISCAL ANALYSIS

 

Sufficient funding for all emergency purchases detailed in this report was appropriated by City Council in the Revised Budgets for Fiscal Year 2022-2023 and Fiscal Year 2023-2024.
