RECOMMENDATION:
Staff recommends the City Council authorize the publication of a Notice Inviting Bids
(NIB) to procure equipment and services for public safety digital mobile audio/visual
systems (in-car cameras) and mobile data computers.
BACKGROUND:
Mobile data computers were first introduced to the City in December 2009, in
concert with the larger project that included replacing public safety Computer Aided
Dispatch (CAD) and Records Management System (RMS) software. As the City
approaches the five year mark of public safety in-vehicle technology, the City seeks
to enhance this program by replacing aging mobile data computer technology
throughout public safety (Fire Department and Police Department) vehicles as well
as integrating in-car video technology in Police Department vehicles. Through this
NIB, it is being proposed to procure these systems concurrently to ensure seamless
integration between products and into existing City infrastructure, while achieving
economies of scale with maintenance and support.
DISCUSSION:
In the City Council Adopted Budget for Fiscal Year 2014/2015, the City Council
approved the two projects to enhance public safety:

? Public Safety Mobile Data Units: This project will provide for the replacement
of dated Police safety mobile data terminals to facilitate field reporting and
enhance field communication. As the current units approach 4-5 years of
service, staff has noticed a significant increase in hardware unreliability and
failures. Through this project, approximately 55 MDC units will be replaced,
with costs incorporated for equipment, mounting hardware, shipping, taxes,
and maintenance
? Police In-Car Vehicle Cameras: The Police Department will use this
technology to capture video evidence during vehicle pursuits, traffic stops,
and consensual encounters with the public; to protect the officers from false
allegations and ensure the public is equally protected from any police
misconduct; and as a training tool for issues identified from recorded
incidents.
The objective of the NIB is to identify a vendor to enter into an agreement for the
provision of the equipment and professional services, which shall include: (a)
assistance in the design, setup, and training of City staff; and (b) the maintenance
and support of the mobile data computer units and digital mobile audio/visual
systems. The project team will be finalizing the NIB, detailing all the requirements
and specifications related to the Public Safety in-car technology needs.
The objective will be to enter into an agreement by which a single vendor will provide
all services; however, the City reserves the right, in its sole discretion, to enter into
agreements with multiple vendors to provide any part of the services. Releasing the
NIB in no way obligates the City to contract with any of the responding vendors. The
City reserves the right to reject any or all bids.
FISCAL ANALYSIS:
There is minimal fiscal impact associated with releasing this NIB. Funding for this
project has been included in the City Council Adopted Budget for Fiscal Year
2014/2015 in accounts 42080000.PE003 – Police Vehicle In-Car Cameras and
42080000.PZ902 – Public Safety CAD/RMS/Mobile Units.
