A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, APPROVING THE
APPLICATION FOR GRANT FUNDS FROM THE SOUTH
COAST AIR QUALITY MANAGEMENT DISTRICT (AQIVID)
AND THE MOBILE SOURCE REDUCTION COMMITTEE
(MSRC) TO JUNE 30, 2011.
WHEREAS, the City of Culver City, situated in the South Coast Region of
California, is mandated to comply with State and local clean air rules for municipal fleets,
as administered by the South Coast Air Quality Management District (AQMD); and;
WHEREAS, every year, AQMD and the Mobile Source Reduction
Committee (MSRC) allocate discretionary funds for clean air projects to assist local
fleets in meeting these mandates; and
WHEREAS, the City and the Transportation DepartMent have committed to
the use of Compressed Natural Gas (CNG) as the alternative fuel of choice for our fleet,
and receives AB2766 Subvention Funds to establish the City's eligibility to participate in
Local Government Match Programs offered annually by MSRC; and
WHEREAS, the City's application for grant funds from AQMD and MSRC
is consistent with the City's mission to expand its alternative fuel fleet and reduce
harmful emissions in the South Coast region.
NOW, THEREFORE, the City Council of the City of Culver City, DOES
HEREBY RESOLVE as follows:
1. Approves the filing of grant applications to AQMD and MSRC to June
30, 2011, as funding opportunities become available from these sources;|101010101010101010 10

2. Appoints the City Manager, or his or her designee, as agent to conduct
all negotiations, execute and submit all documents including, but not limited to application,
agreements, payment requests and so on, which may be necessary for the completion of
the aforementioned grant applications and projects.

RECOMMENDATION:
Staff recommends the City Council adopt a resolution authorizing staff to apply for
grant funding associated with the purchase of alternative fuel vehicles and other
emission control technologies, namely, Clean Transportation Funding from the
Mobile Source Reduction Committee (MSRC) and the South Coast Air Quality
Management District (AQMD), to assist the City in achieving clean air mandates in
the South Coast Region of California.
BACKGROUND:
The City of Culver City, situated in the South Coast Region of California, is
mandated to comply with State and local clean air rules for municipal fleets, as
administered by the (AQMD).
Every year, the AQMD and the MSRC allocate discretionary funds for clean air
projects to assist local fleets in meeting these mandates. Proposals are solicited
from cities, counties, school districts and private businesses for grant funded
projects including, but not limited to: alternative-fuel refueling infrastructure, heavy-
duty alternative fuel vehicle purchases, alternative fuel refuse vehicle purchases,
diesel retrofit devices for off-road construction equipment, and transit bus purchases.
The City is committed to the use of compressed natural gas (CNG) as the alternative
fuel of choice for our City fleet. This solidifies our opportunity to apply for grant City of Culver City, California

funding to assist in off-setting the costs of CNG engines versus their diesel- and
unleaded-fueled counterparts. The City’s receipt of AB2766 Subvention Funds also
establishes our eligibility to participate in Local Government Match Programs offered
annually by the MSRC. Staff continues to monitor state and local clean air
legislation, and keeps informed about opportunities to obtain assistance with the
purchase of alternative fuel vehicles and other emission control technologies.
On May 11, 2009, the City Council adopted Resolution 2009-R-030 which provided
authority for staff to pursue these grants during Fiscal Year 2009-2010.
DISCUSSION:
Over the past year, and the City has been awarded $200,000 in grant funds from the
AQMD and the MSRC for the purchase of alternative fuel vehicles and, currently,
staff is managing $824,265 in alternative fuel vehicle grants.
The proposed resolution, if adopted by the City Council, would provide authorization
to continue pursuit of these grant applications during Fiscal Year 2010-2011.
FISCAL ANALYSIS:
Awards for heavy-duty vehicle purchases generally amount to a maximum of
$32,000 per unit. Awards for Local Government Match projects equal $25,000 per
unit. Other clean air projects vary according to their intent.
The purchase of alternative fuel vehicles and equipment is reviewed on an annual
basis by the City Council as part of the budget process. Awarded Grant funds are
used to off-set the costs for the alternative fuel vehicles. Purchases of new
alternative fuel vehicles which do not impact the general fund, such as transit buses
that have reached their useful life, are purchased using federal and local funds
allocated annually in the Transportation Department budget.
No General Fund monies are necessary to implement the grant funding process.
