RECOMMENDATION:
Staff recommends that the City Council: (1) accept the work performed by SRD
Engineering, Inc. for the Potholing and Inspection of Abandoned 10” Sewer Force
Main on Braddock Drive, P-521, (2) authorize filing a Notice of Completion; and (3)
authorize the release of the retention funds in the amount of $6,501.33 after the
expiration of the 35-day lien period.
BACKGROUND:
On August 9, 2010, the City Council awarded a construction contract to SRD
Engineering, Inc., in the amount of $62,037.50 along with a $9,300 change order
authority to the Public Works Director/City Engineer.
The scope of work consisted of potholing and inspection to determine the structural
integrity of a 10” cast iron force main pipe, which was constructed in the 1940’s and
subsequently abandoned in the 1988 when a new 18” diameter force main was
constructed to replace it. The force main carries approximately 1,500,000 gallons of
sewage flows daily from the Braddock Sewage Pump Station, located at the corner
of Sawtelle Boulevard and Braddock Drive, to the City of Los Angeles’ West Los
Angeles Interceptor sewer in Overland Avenue.
A redundant force main will provide the City a secondary discharge sewer main in
case the existing 18” line is not available due to any unforeseen conditions.

DISCUSSION:
SRD Engineering, Inc. completed the CCTV and pressure testing of the abandoned
10” force main (cast iron pipe with cement lining). Based on visual and CCTV
inspection, the pipe is generally structurally sound. Three of the five segments
passed pressure tests at 50 psi; two segments did not pass due to small leaks.
The construction management and inspection was performed by Engineering
Division Staff. A change order in the amount of $2,975 was approved for dewatering
the abandoned pipe, which was an unforeseen condition.
Based on this pipe condition assessment, the abandoned 10” force main is
scheduled to be renovated with cured-in-place liner and to be re-activated as a
backup force main. Engineering plans and specifications will be prepared for the
pipeline rehabilitation work, with an estimated cost of $300,000. A pipe replacement
project would have cost about $1.5 million to construct.

1. Accept the work performed by SRD Engineering, Inc. for the Potholing and
Inspection of Abandoned 10” Sewer Force Main on Braddock Drive, P-521; and
2. Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s office; and,
3. Authorize the City Manager to release $6,501.33 in retention to SRD
Engineering, Inc. after the expiration of the 35-day lien period.
