City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council: (1) Approve a budget amendment in the amount of $225,295.80 from the Sanitary Sewer Fund Balance for the Combined Sewer Improvement Project; and, (2) Accept the work performed by the contractor, DLSB, Inc. and authorize filing a Notice of Completion for the Eveward Road, Drakewood Avenue, Whitburn Avenue, Flaxton Street, Blackwelder Street, Smiley Drive, Northgate Street, Cranks Road, Commonwealth Alley, and Carson Street Sewer Improvement Projects (P-839, 840, 841, 842, 854, 855, 773, & 860) and the Alley Drain Improvement Project (P-295); and, (3) Authorize the Director of Public Works/City Engineer to file the Notices of Completion for these projects; and, (4) Authorize the release of retained funds in the amount of $287,638.00 and $7,560 (respectively for each project) to the contractor after the thirty-five day lien period expires. Fulwood (04/17/08) City of Culver City, California City Council Agenda Item Report BACKGROUND: On April 9, 2007, the City Council awarded a construction contract to DLSB, Inc. for the Combined Sewer Improvement Project consisting of Eveward Road, Drakewood Avenue, Whitburn Avenue, Flaxton Street, Blackwelder Street, Smiley Drive, Northgate Street, Cranks Road, Commonwealth Alley, and Carson Street, Sewer Improvement Projects, P-839, 840, 841, 842, 854, 855, 773, & 860 (Combined Sewer Improvement Project). The scope of work consists of the replacement of the existing 6”, 8”, 10”, and 12” vitrified clay pipe (VCP) with new 8”, 10”, and 12” Polyvinyl Chloride (PVC) sewer mains and the replacement of sewer laterals between the sewer main and curb line. On September 24, 2007, the City Council awarded a construction contract to DLSB, Inc. for the Alley Drain Improvement Project, (P-295) located south of Washington Boulevard between Elenda Street and Midway Avenue. Project P-295 consisted of constructing 600 linear feet of 12-inch Polyvinyl Chloride (PVC) storm drain mainline, four (4) 24-inch by 24-inch catch basin inlets, and 590 linear feet of a 48-inch wide longitudinal gutter. The new storm drain was connected directly to an existing 30- inch Reinforced Concrete Pipe (RCP) storm drain mainline located on Elenda Street. DISCUSSION: Combined Sewer Projects The Combined Sewer Improvement Project was successfully completed. The order of work on the respective streets is as follows: Project Start Date Completion Date Commonwealth Alley Sewer Project, P-773 May 14, 2007 June 15, 2007 Blackwelder Street and Smiley Drive Sewer Project, P-854 June 22, 2007 July 27, 2007 Carson Street Sewer Project, P-860 July 25, 2007 Aug. 24, 2007 Cranks Road and Northgate Sewer Project, P-855 Aug. 14, 2007 Sept. 21, 2007 Flaxton Ave, Whitburn Avenue, Sept. 24, 2007 March 7, 2008 City of Culver City, California City Council Agenda Item Report Drakewood Avenue, and Eveward Road Sewer Projects, P-839, 840, 841, & 842 DLSB, Inc. completed the work required in the original contract with four change orders. The total amount of the change orders was $377,240.80. The change orders were for the extension of the sewer lateral from the curb face to the property line and unforeseen conditions, such as concrete encased sewer main lines that required removal, buried concrete along the sewer alignments, unmarked and abandoned utilities and oil pipelines, and quantity adjustments that added to the current construction cost and schedule. During the course of construction it was observed by video tape inspection that most of the sewer laterals along Carson Street, Northgate Street, Flaxton Street, and Whitburn Street had extensive damage caused by street tree root intrusion that resulted in significant blockage of the pipe diameter. Due to this extensive street tree root intrusion in the sewer laterals, staff approved a change order to extend the sewer lateral replacement to the property line instead of the curb line as originally planned All the sewer laterals along Carson Street and thirty-seven (37) sewer laterals along Northgate Street, Flaxton Street, and Whitburn Street were replaced between the sewer main and the property line. Property owners whose sewer laterals were observed to have extensive root intrusion on their private properties were informed of the condition. Alley Drain Improvement Project, P-295 The project for a new storm drain line in the alley between Elenda Street and Midway Avenue was successfully completed by DLSB, Inc. Two change orders were issued due to an unknown utility conflict and for an additional storm drain lateral. The total amount of these changes orders is $6,100. The new storm drain performed its function during the recent rains this winter. FISCAL ANALYSIS: Combined Sewer Projects The original construction contract amount for the Combined Sewer projects was $2,501,084.20. The final construction cost was $2,876,380.00. This amount includes four (4) change orders for the total amount of $375,295.80 (15% final contingency). Staff informed City Council through a memorandum on December 5, 2007 that additional work estimated at $250,000 was required. Staff is requesting City Council to approve a budget amendment in the amount of $225,295.80 from the Sewer Enterprise Fund unreserved balance.
