RECOMMENDATION:
That the City Council approve the request for proposal (RFP) for competitive swim
team services at the Culver City Municipal Plunge, and authorize staff to advertise
for proposals for such services.
BACKGROUND:
The Parks, Recreation and Community Services (PRCS) Department has
traditionally rented pool space, when available, to interested groups such as Master
Swimmers, Competitive Swim Teams, the Culver City Unified School District, and
others.
DISCUSSION:
It is the PRCS Department’s intention, through the proposal process, to see if there
is enough interest on the part of any competitive swim teams to enter into a long-
term (3-5 years) lease with the City to provide an ongoing, progressive and
consistent competitive swim team experience for the youth (up to age 18 years) of
Culver City.
An organization’s proposal must include:
1. Swim Team Philosophy and Program: The Proposer will outline its
organization’s Mission, Purpose and Goals and they must match or closely

align with the purposes of the Parks, Recreation and Community Services
Department and the City.
2. Experience, Education and Training of Coaches and Staff: The Proposer
must outline how its coaches are well qualified to coach young swimmers
(youth) and demonstrate how its staff is experienced in successfully
managing competitive swim team programs and organizations.
3. Coaching, Practice and Meet Schedule: The Proposer must be able to
provide, within the space and time available at the Plunge, a positive,
encouraging, and progressive competitive swim team experience for all levels
and interests of swimmers.
4. Benefit and Cost to Participants and Financial Benefit to the City: The
Proposer must show how its program will the benefit the participants including
the various fees and costs that will be charged to the participants in the
Proposer’s various programs.
The Proposer must demonstrate how it will provide more revenue to the City
than is, or would be, currently realized by the City under the present
rental/lease program.
5. Contract Commitment: The Proposer must be willing and able to commit to a
three to five year contract with the City for the provision of these services.
From this RFP process, the PRCS Department expects to either:
1. Award a contract to the competitive swim team group that would be in the
best interests of the City and that best conforms to the qualifications above; or
2. Not award any contract if none of the proposals conform to the qualifications
above. If that is the case, staff would expect to continue the current practice
of renting/leasing space and time to any and all competitive swim teams that
request it, as space and time may be available.
FISCAL ANALYSIS:
It is expected that the participants will not be unreasonably charged for these
services and that the City would realize more revenue than is currently being
