RECOMMENDATION:
Staff recommends the City Council discuss the renaming of the Cathedral and Patio
Conference Rooms in City Hall and direct staff as deemed appropriate.
BACKGROUND:
On December 11, 2006, the City Council adopted a City Council Policy related to
the naming of City facilities. On October 22, 2007, Councilmember Rose requested
and received consensus to agendize an item to discuss the naming of the Cathedral
and Patio Conference Rooms in City Hall.
DISCUSSION:
This item presents an opportunity for the City Council to discuss and give direction to
staff as to naming the Cathedral and Patio Conference Rooms. The attached policy
provides the framework for this discussion to 1) guide staff and the City Council in
the naming of City facilities, including buildings, support facilities, park sites and
recreation facilities; and 2) ensure that the naming of City facilities is accomplished
in accordance with the City’s laws, rules, regulations and procedures.
According to the Council policy, “City Facilities that have been named by a formal
action of the City Council shall not be renamed unless supported by a 4/5ths vote of
the City Council. This requirement shall not apply to City Facilities that have not
been named by formal action of the City Council or action taken by City Council prior
to the adoption of this Policy.”

When City Hall was constructed there was a Council subcommittee which helped to
advise much of the decision making as to the colors of the building, furnishings, etc.
The subcommittee may have had a role in naming the building along with former
CAO, Jody Hall Esser. The Conference Rooms that are named are named after the
following people: Dan Patacchia, Stan Laurel, Oliver Hardy, Clark Gable, Lucille
Ball, and Red Skelton. In addition to the Cathedral, and Patio rooms referenced by
Councilmember Rose, the following rooms at City Hall have not been formally
named by the City Council:, City Attorney Law Library, Overflow Room, and
Conference Room 1B.
It appears the names given to the Cathedral and Patio Conference Rooms were not
named by a formal action of the City Council. Therefore, in accordance with the
Council Policy, the renaming of the subject conference rooms would not require a
4/5ths vote of the City Council.
FISCAL ANALYSIS:
Should the City Council direct staff to name either or both of the conference rooms,
staff time would be absorbed through existing work programs and there would be a
nominal cost, which can be accommodated within the current fiscal year budget, to
purchase new signs.

MOTION:
That the City Council:
1. Discuss the naming of the Cathedral and Patio Conference Rooms and direct its
request to the most appropriate Commission, Committee, Council Emeritus or
staff for review and recommendation AND provide direction on the public
outreach efforts to be considered for this request; or
2. Determine the current names of the Cathedral and Patio Conference Rooms will
remain; or
3. Provide other direction as deemed necessary.
