RECOMMENDATION:
Staff recommends that the City Council:
1. Accept the work performed by Sequel Contractors Inc. for the Baldwin Avenue
Street Improvement and Rain Garden Project, P-428; and
2. Approve an amendment to the contract with Sequel Contractors, Inc., to increase
the construction contract an additional $ 16,307.28 for the Baldwin Avenue Street
Improvement and Rain Garden Project, P-428; and,
3. Authorize filing a Notice of Completion; and
4. Authorize the release of the retention funds in the amount of $18,723.24 after the
expiration of the 35-five day lien period.
BACKGROUND/DISCUSSION:
On December 5, 2011, the City Council approved a construction contract with
Sequel Contractors, Inc. (Sequel) to construct the Baldwin Avenue Street
Improvement and Rain Garden Project, P-428, and Sidewalk, Curb, Gutter
Reconstruction.

Baldwin Avenue
The project consisted of reconstruction of curb, gutter, drive approach, selected
sidewalks, and asphalt surfaces along Baldwin Avenue between Braddock Drive and
Farragut Drive. Also, the project included the construction of four (4) rain gardens
on the west side and east side Baldwin Avenue adjacent to Farragut Drive for storm
water and irrigation run-off.
Sidewalk, Curb and Gutter Repair – Add Alternate #3
The add alternate portion of the contract consisted of the reconstruction of
sidewalks, curb, gutter, and driveway approaches along Lincoln Avenue and Culver
Park Drive in the amount of $45,990.00.
Change Orders
The City Council approved a contingency amount of $45,000 for the construction
contract. There were three (3) change orders approved in the total amount of
$61,307.28 for quantity adjustments and extra work.
One of the change orders was due to pavement reconstruction on Baldwin Avenue.
Several sections of the roadway pavement along Baldwin Avenue failed during the
course of the project and required reconstruction. This extra work was negotiated at
$28,545.47.
The remaining change orders were for adjustments to the quantities on several
items on the project.
Staff recommends the City Council approve an increase to the contract amount of
$16,307.28 to supplement the construction contingency. There are sufficient funds
in the project budgets for this increase. The additional project budget amount
needed to cover all remaining costs is $15,941.78, and is available in the accounts
shown below under “Proposed Supplemental Project Budget”.

2. Approve an amendment to the contract with Sequel Contractors, Inc., to
increase the construction contract an additional $ 16,307.28 for the Baldwin
Avenue Street Improvement and Rain Garden Project, P-428; and,
3. Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s Office; and,
4. Authorize the City Manager to release $18,723.24 in retention to Sequel
Contractors, Inc. after the expiration of the 35-day lien period.
