RECOMMENDATION
Staff recommends the City Council 1) approve an amendment to the existing professional services agreement with CSched for the runcutting and scheduling services for Culver CityBus in an additional amount not-to-exceed $80,000 and an additional one-year term; 2) authorize the Transportation Director to approve further amendments to the agreement in an additional amount not-to-exceed $10,000 (~12.5%) for unexpected costs; and, 3) authorize the Transportation Director to release a Request for Proposals (RFP) for runcutting and scheduling services for future years.
BACKGROUND/DISCUSSION
On July 22 2013, the City Council approved a professional services agreement with CSched to provide runcutting and scheduling services for Culver CityBus for four year.
The scope of work for the services include converting and analyzing Automated Vehicle Location (AVL) data to ascertain current running times for various lines and determine where modifications will be needed with the input of staff. The scope of work also includes ride-alongs on-board buses in order to fully understand traffic patterns and bus bunching. The services will include the development of timetables that will be utilized by the public and time points that the bus operators will follow in order to deliver efficient public transit service. Also, the services will help to:
• Improve service integrity and eliminate data redundancy;
• Improve productivity and operational efficiency;
• Improve responsiveness;
• Improve the management of manpower; and
• Coordinate time points for transfers between Culver CityBus and other transit agencies.
In the past four years, CSched has been providing excellent runcutting and scheduling services.
Staff is recommending extending the professional services agreement with CSched to continue the runcutting and scheduling services for one additional year. The extension will allow staff to continue to implement the service changes and to prepare the RFP for runcutting and scheduling services for future years starting FY 2018-2019.
FISCAL ANALYSIS
Funding is available in the FY 2017-2018 budget for costs of the proposed amendment under account 20370100.619800. CSched will charge City for the actual service performed.

That the City Council:
1. Approve an amendment to the existing professional services agreement with CSched for the runcutting and scheduling services for Culver CityBus in an additional amount not-to-exceed $80,000 and an additional one-year term;
2. Authorize the Transportation Director to approve further amendments to the agreement with CSched in an additional amount not-to-exceed $10,000 (~12.5%) for unexpected costs;
3. Authorize the City Attorney to review/prepare the necessary documents;
4. Authorize the City Manager to execute such documents on behalf of the City; and
5. Authorize the Transportation Director to release the RFP for runcutting and scheduling services for future years.
