RECOMMENDATION
Staff recommends the City Council approve respective amendments to the existing on-call agreements with Mike Prlich and Sons, Inc., Clarke Contracting Corporation, and Mladen Buntich Construction Company, Inc., for Emergency Sewer Repair Services in an additional aggregate amount not-to-exceed $600,000.
BACKGROUND/DISCUSSION
On May 23, 2022, the City Council approved agreements with several on-call sewer pipeline contractors in the aggregate amount of $600,000. Due to costly and unanticipated emergency sewer and other pipeline repair work over the past 16 months, the approved aggregate amount of $600,000 is nearly exhausted and will not be sufficient to meet future emergency costs during the five-year term. Some of the unanticipated repairs were related to the heavy rains of the last year; others were caused by tree root incursion into the City’s pipelines due to the prolonged period of drought preceding the rains.
The City utilizes pipeline contractors to provide 24-hour, on-call emergency response for sewer repair services to supplement the City’s Public Works Maintenance staff in the event of line blockages, damaged pipes, or other sewer or pipeline-related issues on an as-needed basis.
Staff is requesting respective amendments to each of these on-call agreements in an additional aggregate amount not-to-exceed $600,000 to fund emergency pipeline repairs. It is not known if this additional amount will be sufficient to last until the expiration date (June 30, 2027) of the five-year contract term. Staff will continue to closely monitor the rate of expenditure on these agreements. With these proposed amendments, the total aggregate amount since the commencement of the contracts will be $1,200,000.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2023-2024 includes sufficient funding for the additional $600,000 in Capital Improvement Projects PZ-230 (Sewer Localized and Emergency Repairs) and PZ-132 (Building Repairs).

MOTION
That the City Council:
1. Approve respective amendments to the existing on-call agreements with Mike Prlich and Sons, Inc., Clarke Contracting Corporation, and Mladen Buntich Construction Company, Inc., for Emergency Sewer Repair Services in an additional aggregate amount not-to-exceed $600,000,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
