RECOMMENDATION:
Staff recommends that the City Council award a construction contract to FS
Construction, as the lowest responsive and responsible bidder, to complete the
necessary work for the Curb, Gutter, and Sidewalk Replacement Project, P-428.
BACKGROUND:
The repair of curb, gutter, and sidewalks is part of an on-going maintenance
program in the Public Works Department Maintenance Operations Division
(Operations). Curb, gutter, and sidewalk repair locations are determined by a
coordinated effort between Maintenance Operations and the Engineering Division.
The list is generated by telephone and written requests from residents and by Public
Works staff. Priority is assigned based upon the facility’s condition and its proximity
to other needed repairs in order to gain benefit from economy of scale.
DISCUSSION:
On April 27, 2006, the Deputy City Clerk publicly opened bids. Four Contractors
responded with the following bid amounts:

Staff reviewed the lowest bidder’s bid proposal (FS Construction) and found the bid
documents complete. The bonding information was reviewed and determined to
meet City requirements.
FS Construction has worked on the last year’s Curb, Gutter, and Sidewalk
Replacement Project (FY 04-05) and this year’s Minor Pavement Improvement
Project. P-554 and their work was found to be satisfactory. In addition, FS
Construction has recently completed major construction projects for both the City of
Santa Clarita and City of Pico Rivera. Representatives from the Cities of Santa
Clarita and Pico Rivera both indicated that the Company performed in a professional
manner and strongly recommended them for future projects.
Due to the favorable unit prices that the contractor submitted in his bid, staff
recommends that the City Council authorize staff to negotiate for additional sidewalk
repairs. Pursuing a negotiated change order to fit within the existing budget is
consistent with direction provided by the City Council in the past. With City Council’s
approval, staff will negotiate additional work in the amount of $19,278.69.
Engineering Division staff will perform construction management and inspection.
Construction is expected to commence in June 2006 and be completed within 45
calendar days.
FISCAL ANALYSIS:
Sufficient funds were appropriated for the Curb, Gutter, and Sidewalk Replacement
Project in the Capital Improvement Budget for Fiscal Year 2005/06 with Gas Tax
funds (Business Unit 41800428).

That the City Council:
1) Award a construction contract to FS Construction for the Curb, Gutter, and
Sidewalk Replacement Project, P-428, based on its bid amount of $ 57,180.00;City of Culver City, California

2) Authorize Public Works Director and City Engineer to negotiate additional curb,
gutter, sidewalk, and drive approach replacements in the amount of $19,278.69;
and,
4) Direct the City Attorney to prepare the necessary documents and authorize the
Chief Administrative Officer to approve the documents.
