RECOMMENDATION:
Staff recommends the City Council adopt a resolution approving the application
for grant funds through the Pilot Program for Transit-Oriented Development
(TOD) Planning under the Federal Transit Administration.
BACKGROUND:
The Federal Transit Administration (FTA) announced the availability of $19.98
million in funds for Fiscal Years 2013 and 2014 under the Pilot Program for
Transit-Oriented Development (TOD) Planning. Through this program, FTA
intends to fund comprehensive planning work that would likely not occur
otherwise without Federal support.
The FTA is seeking applications for funding that address six focus areas:
1) Enhances economic development, ridership and other goals established
during the projected development and engineering processes;
2) Facilitates multimodal connectivity and accessibility;
3) Increase access to transit hubs for pedestrian and bicycle traffic;
4) Enables mixed-use development;
5) Identifies infrastructure needs associated with the eligible project; and
6) Includes private sector participation

DISCUSSION:
Through this availability of funds from FTA, the Public Works Department is
preparing an application to develop a comprehensive plan that specifically
addresses bicycle and pedestrian access through the connection from the Expo
Station to Downtown Culver City along Washington Boulevard. The proposed
project would fund a consultant to conduct community meetings and safety
assessments that will lead to development of a comprehensive plan that will be
coordinated with the City’s current TOD streetscape planning efforts in order to
promote increased connectivity and access between the Expo Station and
Downtown Culver City, including bike sharing opportunities.
FISCAL ANALYSIS:
The City’s matching requirement for the project is $50,000 (20% hard match).
The funding amount being requested from the grant is $250,000 to cover, along
with the City’s match, the cost of the consultant for input meetings, assessments
and development of a comprehensive plan for the Expo Station connection to
Downtown Culver City. Matching funds would be required from the General
Fund. While staff is not recommending appropriation of these funds at this time,
if the application for this grant is approved by City Council and ultimately by FTA,
the match would then need to be appropriated. Depending upon the timing of the
award, this will either be reflected in the Proposed Fiscal Year 2015/2016 Annual
Budget or as a budget amendment. Under the City’s financial policies, use of
General Fund reserves would be appropriate as this is a one-time project cost.
