RECOMMENDATION

 

Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the 2024-25 Annual Pavement Rehabilitation Project, PS-005.

 

 

BACKGROUND

 

Per the pavement management system recommendation and visual observation, City staff have selected streets to be resurfaced with two inches of new asphalt. The scope of work generally consists of replacing two inches of deteriorated asphalt concrete with new rubberized asphalt concrete.  In areas of extensive pavement failure, the asphalt section will be removed and replaced with full depth asphalt pavement. The following arterial and residential streets are scheduled for resurfacing:

 

                     Sawtelle Blvd between Ballona Creek Bridge/City Limits to Sepulveda Blvd

                     Cambridge Way between Buckingham Pkwy to Canterbury Dr

                     Windsor Way between Buckingham Pkwy to Canterbury Dr

                     Sumner Way between Buckingham Pkwy to Canterbury Dr

                     Kensington Way between Buckingham Pkwy to Canterbury Dr

                     Coombs Ave between Culver Blvd to Barman Ave

                     Lafayette Pl between Culver Blvd to Lucerne Ave

                     Jackson Ave between Braddock Dr to Farragut Dr/Revere Pl

                      Selmaraine Ave and Emporia Ave to Port Rd

                      Huntley Ave between Braddock Ave to Franklin Ave

                      Huron Ave between Culver Blvd to End South/High School

                      Herbert Ave between McLaughlin Ave to Sawtelle Blvd

                      Crestview Ave between Ivy Way to Cul-de-Sac/Street End

 

Additionally, a slurry seal of the City-owned parking lot along Culver Boulevard from Coombs Avenue to Elenda Street, Project No. PA-008, will be included, as well as along Doverwood Drive between Bristol Parkway to Green Valley Circle.  Based on community feedback, speed humps will be installed on Doverwood Drive to calm vehicular traffic.

 

KOA Corporation completed a pavement design for a portion of the proposed streets and exhibits have been created for the other proposed streets. Plans and project specifications are available upon request at the Engineering Division counter.

 

Staff recommends the City Council approve the final plans and specifications and authorize the advertisement of construction bids for the 2024-25 Annual Pavement Rehabilitation Project. The construction is tentatively scheduled to start in Spring 2025.

 

 

FISCAL ANALYSIS

 

 

The Adopted Budget for Fiscal Year 2024-2025 includes approximately $2.6 million in appropriated funds and an estimated $4.5 million in carry over funds available for PS005 (Arterial Street Pavement Rehabilitation). Based on the estimated project costs, there is sufficient funding in this project to cover the work.

 

PS005 can be found in the Capital Improvements section of the budget book under Summary by Type - Streets and Alleys on page 475. Funding for PS005 comes from multiple sources including Special Gas Tax Fund (Fund 418) on page 478, Capital Improvements & Acquisition Fund (Fund 420) on page 479, Capital Grants Fund (Fund 423) on page 481, and Measure R Local Return Fund (Fund 431) on page 481.

 

Remaining funds in PS005 will be used toward various upcoming street resurfacing projects in the City including Green Valley Circle, Buckingham Parkway, east Washington Boulevard, and Robertson Boulevard.  These projects are slated for construction in late Spring 2025.
