RECOMMENDATION

 

Staff recommends the City Council approve an amendment to an existing professional services agreement with Good Guard Security, Inc. updating the scope of service and increasing the agreement in an additional amount not-to-exceed $113,455 through June 30, 2027.

 

 

BACKGROUND

 

In March 2024, the Transportation Department, Parks, Recreation and Community Services (PRCS) Department and the City Manager’s Office solicited a Request for Proposal #2514 to provide unarmed, uniformed security guard services at their respective facilities.  Through that process, 16 proposals were reviewed, and the departments ranked Good Guard Security, Inc. as their first choice.  At the May 28, 2024, City Council Meeting, City Council approved a professional services agreement with Good Guard Security, Inc. for an initial three-year price-fixed term and two negotiable one-year options for a total amount not-to-exceed $1,830,000.

 

The scope of work includes regularly scheduled security services for the Transportation Facility (Monday - Sunday from 7:00 AM to 12:30 AM) throughout the year, for an estimated total of 6,370 hours annually.

 

For PRCS, the scope of work covers security guard services at the Veterans Memorial Complex (VMC) and Park and the Culver City Senior Center.  For VMC, the estimated total hours are 5,564 (Monday-Sunday 8:00 AM-11:00 PM), which includes a two hour per week contingency for private events at the Veterans Memorial Building Auditorium.  The Culver City Senior Center has security guard services during business hours (Monday-Friday 9:00 AM- 5:00 PM, Saturday-Sunday 12:00 PM-4:00 PM) and during a private rental (Wednesday 5:00 PM-10:00 PM) for an estimated total of 2,756 hours annually.   

 

Finally, the scope of service includes security guard services at City Hall and the Kirk Douglas Theater.  City Hall utilizes the services seven days a week for an estimated total of 6,656 hours annually and the Kirk Douglas Theater utilizes the services for 508 hours per production. 

 

In addition to the weekly hours at the various Culver City facilities, the scope of work also includes estimated times for security services at special events, such as Fiesta La Ballona, Egg-stravaganza, and the Downtown Tree Lighting. 

 

 

DISCUSSION

 

Since the time of the initial contract’s scope of services, requirements by City Manager’s Office and PRCS have changed.  Metal Detectors have been added as a method of precaution at City Council meetings and during the annual Fiesta La Ballona.  This added security has increased the number of guards needed when the metal detectors are in use.  Specifically, City Hall has added an increase of $11,500 annually and Fiesta La Ballona added an increase of $24,680.  The agreement has a 4% cost of living adjustment per year of the three-year agreement.  The additional costs with the 4% cost of living total $113,455 over the three year initial term, or broken down per year as shown below:

 

 

 

FISCAL ANALYSIS

 

Sufficient funding to cover the increase for the first year of the agreement was requested by PRCS during the Mid-Year Budget Process for Fiscal Year 2024-2025 in Account No. 10130285.619800 (PRCS - Fiesta La Ballona - Other Contractual Services). Council approved the midyear budget amendments on February 24, 2025. Funding for the future years of the agreement will be included in future fiscal year budgets.

That the City Council:

 

1.                     Approve of an amendment to an existing professional services agreement with Good Guard Security, Inc. updating the scope of service and increasing the agreement in an additional amount not-to-exceed $113,455 through June 30, 2027;

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
