RECOMMENDATION

 

Staff recommends the City Council (1) adopt a resolution approving participation in Year 4 and Year 5 of the Local Housing Allocation Program (PLHA) through the Los Angeles County Development Authority (LACDA); (2) authorize the continued use of this funding to provide rental assistance for participants transitioning from the City’s homeless interim housing programs; and (3) approve of a related budget amendment appropriating the Year 4 funds (requires a four-fifths vote).

 

 

BACKGROUND

 

The PLHA provides funding to local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities. The California Department of Housing and Community Development (HCD) provides PLHA funding to the County of Los Angeles (County) through the LACDA.

 

On June 12, 2023, City Council approved a resolution (2023-R046) to participate in Year 3 of the PLHA. PLHA funding award amounts are formulated. Each jurisdiction has a prescribed funding amount. In 2023, under PLHA Year 3, Culver City received $207,991. The funding amount earmarked for Culver City for Year 4 is $104,246 and $82,461 for Year 5. This is a reimbursable grant, and there is no matching requirement.

 

To receive PLHA Year 4 and Year 5 funding, cities must have secured a State-approved Housing Element. On October 10, 2022, HCD determined that the Culver City’s adopted Housing Element (2021 and 2029) is in full compliance with the State Housing Element Law.

 

 

DISCUSSION

 

PLHA funds are designed to assist persons who are experiencing or at risk of homelessness, including, but not limited to, providing rapid rehousing, rental assistance, supportive/case management services that allow people to obtain and retain housing, operating and capital costs for navigation centers and emergency shelters, and the new construction, rehabilitation, and preservation of permanent and transitional housing.

 

At its regular meeting of June 12, 2023, City Council provided instructions to staff to utilize the PLHA Year 3 funds for rental assistance to neighbors transitioning to permanent housing from the City’s Project Homekey Interim Housing Program, Motel Master Leasing Program or Wellness Village (Safe Sleep Program). Rental assistance participants would continue to receive supportive service the first year to help transition to more independent living. The rental assistance participants will pay an affordable rent up to 30% of their income and the balance of the contract rent for the unit would be covered by the rental subsidy and paid directly to the property owner.

 

Staff recommends the City Council authorize the continued use of the PHLA Year 4 and Year 5 grant funds for rental assistance for neighbors transitioning from City homeless interim housing programs.

 

 

FISCAL ANALYSIS

 

Culver City is eligible for the amounts of $104,246 for Year 4 and $82,461 for Year 5 of the PHLA Program. Utilization of funds will be determined by Council direction. These grant funds are reimbursable and do not require a matching component.

 

These funds are not included in the Adopted Budget for Fiscal Year 2025-2026. Staff recommends City Council approve a budget amendment appropriating the Year 4 funding in the amount of $104,246 in a Fund 414 (Operating Grants) account (requires a four-fifths vote). Year 5 funding in the amount of $82,461 would be included in the budget for Fiscal Year 2026-2027.

1.                     Adopt a resolution approving participation in Year 4 and Year 5 of the Local Housing Allocation Program through the Los Angeles County Development Authority; and

 

2.                     Authorize the continued use of funding to provide rental assistance for participants transitioning from the City’s homeless interim housing programs; and

 

3.                     Approve a related budget amendment appropriating $104,246 in Fund 414 (Operating Grants Fund) (requires four-fifths vote); and

 

4.                     Authorize the City Attorney to review/approve the necessary documents; and

 

5.                     Authorize the City Manager to execute such documents on behalf of the City.
