RECOMMENDATION
Staff recommends the City Council (1) accept the award of $17,000,000 to the City of Culver City through State Assembly Bill No. 179 for streetlight replacement and upgrades; and (2) approve a budget amendment appropriating the grant funds to Capital Improvement Project (CIP) #PL016 (requires a four-fifths vote).
BACKGROUND/DISCUSSION
Culver City was awarded a $17,000,000 grant by the State of California in State Assembly Bill No. 179 for the Citywide High Voltage Streetlight Replacement Project, CIP #PL016 (Project). The grant is a direct allocation to the City with no grant matching requirement. It will be disbursed to the City by the California Energy Commission (CEC) following the execution by the City of the Project grant agreement. State Senator Kamlager-Dove requested the project grant in State Assembly Bill No. 179, and it was approved.
The Project would include replacing series circuits with multiple circuits (energy-efficient) and replacing HPS fixtures with L.E.D. lights (also energy-efficient). In addition, the project would include adding smart nodes to some streetlights, which allow for flexible scheduling, power metering, Web-based monitoring and remote control, preventative maintenance (diagnostic and reporting), adaptive lighting using photocells, GPS, vibration/tilt sensors, and dimming control.
FISCAL ANALYSIS
Staff is requesting that the City Council authorize acceptance of the grant funds and approve a related budget amendment to appropriate the $17,000,000 and allocate them to CIP No. PL016 (Citywide High Voltage Streetlight Upgrades), which requires a four-fifths vote. The Project was not included in the Adopted Budget for Fiscal Year 2024-2025 as the City had not yet received the grant agreement from the State. If approved by City Council, the project will be included in the Revised Budget.
