Kimball) (07/08/09) City Manager Approval: Mark Scott (07/08/09) RECOMMENDATION: Staff recommends the City Council accept the work performed by the contractor, ICE Engineering, Inc, authorize filing a Notice of Completion and authorize the release of the retention payment, for the Pedestrian Islands Modification Project, P-915 (CDBG #601085-08). BACKGROUND: On April 13, 2009, the City Council awarded a construction contract to ICE Engineering, Inc. for the Pedestrian Islands Modification Project, P-915 (CDBG #601085-08) located at the intersection of Overland Avenue and Jefferson Boulevard. This is a Community Development Block Grant (CDBG) project that was approved by the City Council in January 2008 based on the recommendation of the Community Development Block Grant Advisory Committee and the endorsement of the Disability Advisory Committee. The scope of work consisted of reconstructing a portion of the raised islands with a new concrete passageway to enhance the path of travel for disabled pedestrians through the existing raised pedestrian islands. DISCUSSION: ICE Engineering, Inc. completed the pedestrian modification project as required in the contract on June 12, 2009 for less than the contract amount. The reduction of the construction cost was primarily due to a successful grade adjustment of an City of Culver City, California Agenda Item Report existing traffic pull box at the northeast corner of Jefferson Boulevard and Overland Avenue. Therefore, the initially proposed relocation of the pedestrian crosswalk push buttons was no longer required, as the new passageway is located within the distance allowed for pedestrians to use the existing push buttons. This bid item elimination, combined with a lower than anticipated bid quantities for asphalt and concrete, resulted in a total construction cost of $20,945. FISCAL ANALYSIS: The original contract amount for the project was $27,550.00, of which $10,000 is funded by CDBG and the remainder is funded by General Fund capital funds. The project was completed for the final amount of $20,945. On April 13, 2009, the City Council approved an administrative budget transfer from Minor Pavement and Concrete Improvement Program, P-554 (420000554), in the amount of $20,305 to cover the original contract amount. However, the project only needed $10,945, so only that amount was transferred to P-915. The remaining $9,360 remained in the Minor Pavement and Concrete Improvement Program (P-554) to be used for projects funded by the CIP. ATTACHMENT: 1. Location Map MOTION: That the City Council: 1) Accept the work performed by the contractor, ICE Engineering, Inc., for the Pedestrian Islands Modification Project, P-915 (CDBG #601085-08); 2) Authorize the Public Works Director/City Engineer to sign the Notice of Completion and submit it to the Los Angeles County Recorder’s office; and, 3) Authorize the release of the retention payment in the amount of $2,094.50 to ICE Engineering, Inc. following the 35-day lien period.
