RECOMMENDATION

Staff recommends that the Cultural Affairs Commission Public Art Subcommittee receive a report regarding a vinyl art wrap opportunity for an outdoor fitness court at Culver City Park and provide feedback.

BACKGROUND/DISCUSSION

In 2026, the City of Culver City’s Parks, Recreation & Community Services (PRCS) Department received a grant from the National Fitness Campaign (NFC), a wellness consulting firm on a mission to change health outcomes in the United States. With the grant, PRCS will be purchasing and installing a new fitness court, among other amenities as part of PRCS’s larger Improvement Plan, in Culver City Park, a 41+ acre park located in the Jefferson neighborhood. The fitness court-an outdoor gym-allows for an artist to create vinyl art wraps that are installed to all four sides of the structure.

Cultural Affairs Division (CAD) is partnering with PRCS to create this art opportunity for local artists. The CAD’s plan includes the following:

Communicate with PRCS on project-related matters,

Create and manage the competitive, two-stage process (RFQ & RFP) to select the winning artist or artist team for art vinyl design,

Convene a qualifying/artist review panel comprising two (2) PRCS staff, (2) two art professionals, and (1) neighborhood representative,

Execute a contract agreement with the artist/artist team for the initial vinyl art wrap,

Work with the artist or artist team to create the final design for NFC to print and deliver,

Procure a NFC-approved installer and manage the installation with PRCS,

Establish two vinyl art wrap cycles: 1) 2026 to 2028 (initial art vinyl), 2) 2028 to 2030 (a translation from the Colorful Communities poster of Clarkdale),

Provide three $4,000 artist stipends ($12,000) to three qualifying artists for their original design proposals,

Offer a $1,000 artist stipend to the winning artist out of the three proposals, augmenting the $5,000 grant provided to artist by NFC,

Allocate $2,000 to reproduce the final design through professional photography (if the final artwork is hard art) and to commission a vinyl wrap installer,

Collaborate with PRCS and artist/artist team to schedule and implement the ribbon cutting and event launch.

FISCAL ANALYSIS

The Cultural Affairs Division will allocate a total of $15,000 from its Temporary Art account (PZ676) in the Cultural Trust Fund to fund this art opportunity. Allocation of staff time and resources is ongoing, and this project is a collaboration priority with the PRCS department for the Cultural Affairs Division.
