RECOMMENDATION
 
Staff recommends the City Council (1) receive and discuss the Police Department’s 2024 Racial and Identity Profiling Act (RIPA) Annual Report; and (2) provide recommendations to the Chief of Police as deemed appropriate.
 
 
BACKGROUND/DISCUSSION 
 
In 2015, the California Legislature passed Assembly Bill 953, which requires state and local law enforcement agencies to collect data regarding stops of any individual detained by a law enforcement officer in the State of California. By law, this data shall be collected and reported to the California Department of Justice (CADOJ) on an annual basis. The data that is collected and reported to the CADOJ for every detention, made by the Culver City Police Department, includes the following:
 
1.                     Date, time, duration and location of the detention.
2.                     Information regarding the detained individual, as perceived by the officer:
a.                     Race or ethnicity
b.                     Gender
c.                     Age
d.                     If the officer perceived the person as LGBT
e.                     If the officer perceived the person as having limited or no English fluency
f.                     If the officer perceived the person as having a disability
3.                     Reason for the detention.
4.                     If the detention was made in response to a radio call for service.
5.                     All actions taken by the officer during the detention.
6.                     Basis for any search and if property was seized.
7.                     Any contraband or evidence was discovered.
8.                     Result of the detention.
 
This data is provided to the California RIPA Board, consisting of 19 members, and which is overseen by the CADOJ. This board reviews and analyzes stop data collected from all law enforcement agencies within the State of California and provides recommendations on the best practices to eliminate racial and identity profiling to improve diversity and racial sensitivity in the law enforcement profession. The Culver City Police Department’s 2024 Racial and Identity Profiling Act (RIPA) report provides a statistical recap of data collected under RIPA in comparison to the estimated demographics within the Culver City community and its neighboring communities. Data collected from red light camera violations, automated license plate readers, reported traffic collisions, arrests and violent crime are used to estimate the daytime and nighttime populations of the Culver City community.  These two facets are used as a baseline to ensure that stops made by the Culver City Police Department are consistent with the policies of the Culver City Police Department and City of Culver City as well as state legislation.
