Each applicant was sent a written notice on October 16, 2006. Notification was also placed on the Master Notification List on October 18, 2006. Noller (10/18/2006) RECOMMENDATION: Staff recommends the City Council consider the applications and appoint four (4) residents to serve as members on the Homelessness Committee (“Committee”) for a two (2) year term and adopt a budget amendment related to the operations of the Committee. BACKGROUND: At its meeting on July 26, 2004, Council approved the formation of the Homelessness Ad Hoc Committee (“Committee”). At its meeting of April 25, 2005, Council appointed the ten (10) member Committee consisting of four (4) Veterans Memorial Park neighborhood representatives, one (1) representative each from the Culver City Chamber of Commerce, the Downtown Business Association and the Culver City Homeowners’ Association (a total of three members) and three (3) City staff (Housing, Police and City Attorney’s Office). Appointments to the Committee were for a one (1) year period. These members were originally chosen to represent the community from a local, residential point of view with City Staff members to assist in the beginning by providing advice and procedural guidance. At its meeting of July 10, 2006, the City Council approved to continue the Committee; maintain the four (4) residents from the Veterans Memorial Park neighborhood, and one member each from the Culver City Chamber of Commerce, the Downtown Business Association and the Culver City Homeowners’ Association. The City Council also determined to remove the three (3) City staff as voting City of Culver City, California City Council Agenda Item Report members and directed staff to advertise for four (4) positions. In accordance with the action taken by the City Council on July 10, 2006 (please see below), the City Council determined the four new positions would be filled by the following: (1) from the Eastside, (1) from the Westside (1) from Fox Hills (1) from the Lower Crest or Sepulveda/Jefferson area. At its meeting of September 25, 2006, Council directed staff to make a more direct appeal to the homeowners associations to gain applicants from the Eastside and Fox Hills and to continue to accept applications from the other areas. In addition, Council directed staff to review and reconsider the boundaries of the four areas to insure that they accurately identify those areas. Public Notification/Advertisement Pursuant to the City Council’s direction, staff provided additional notice. The extended deadline to submit an application for the Committee was October 11, 2006. Advertisements seeking applicants for the Committee were mailed on October 2 and October 9, 2006. Additionally, a notice was posted on the City’s website. DISCUSSION: The Parks, Recreation and Community Services Department received nine (9) applications to serve on the Homelessness Ad Hoc Committee. There are four (4) vacant neighborhood positions available on the Committee. The following persons submitted applications for consideration: 1 Lezlie Brazil (Fox Hills) 2 Desmond A. Burns (outside the identified boundaries) 3 Nancy Goldberg (Lower Crest/Sepulveda-Jefferson area) 4 Kimiko Kelly (resides within a previously identified area) 5 Emily MacRae (resides within a previously identified area) 6 Thomas McCabe (Lower Crest/Sepulveda-Jefferson area) 7 Paul Schulte (Westside) 8 Judy Scott (Westside) 9 Elaine Struhl (Westside) All applications have been reviewed by staff and are included as attachments along with an applicant summary chart. No applications were received from persons residing on the Eastside. Council may wish to provide additional direction related to City of Culver City, California City Council Agenda Item Report this seat. City Council Action of July 10, 2006 With respect to the action taken by the City Council to renew the Committee, the following is the transcription of the motion adopted by the City Council: “The City continue the Homeless Subcommittee, remove the staff members as voting members, maintain the four Vets Park residents who are currently members and the members appointed one from the Chamber of Commerce, one from the Culver City Homeowners, and one from the Downtown Business Association, these seats would remain with four additional seats added with one from the Eastside, one from the Westside, one from Fox Hills and one from the Lower Crest or Sepulveda/Jefferson area, each of the seats have two year terms – with existing members having served one year of their two year term and that the City Council invite the Parks and Recreation Commission to appoint a subcommittee of Commissioners to work with the Committee to improve outreach to the Vets Park Neighborhood and direct staff to advertise for these appointments as soon as possible.” With the confirmation of the members of the Committee serving two year terms, the action of the City Council can be interpreted to elevate the Homelessness Ad Hoc Committee to a standing Committee. Unless the Council should direct otherwise, the Committee shall be known as the Homelessness Committee and be noted as a standing committee. With this change, the Committee shall be added to the list of standing committees. FISCAL ANALYSIS: As mentioned in the staff report of July 10, 2006, the following recommendation related to fiscal analysis was made: “If Council takes action to renew the Ad Hoc Homelessness Committee, staff recommends that Council consider a budget amendment in the amount of $7,550 to be appropriated from the General Fund (Fund Reserve) to Senior and Social Services ($4,500 to 10134100.411100 - Regular Salaries and $3,050 to 10134100.516600 -Special Events and Meetings): AMOUNT DESCRIPTION $4,500 Staff support 500 Miscellaneous meeting materials 550 Ethics training (as per AB 1234) 2,000 Committee’s Future Goals/Projects City of Culver City, California City Council Agenda Item Report $7,550 TOTAL With the City Council’s action to renew the Homelessness Committee, staff respectfully requests the City Council’s consideration of this budget amendment A 4/5ths vote is required for a budget amendment.
