RECOMMENDATION
Staff recommends the City Council approve a Professional Services Agreement with Ace Electric, Inc. (Ace) in an amount not-to-exceed $96,800.00 ($88,000.00 base contract and $8,800.00 in change order authority) for the replacement of switchgear boxes at Syd Kronenthal and Veteran’s Parks.
BACKGROUND
The switchgear boxes at Syd Kronenthal and Veteran’s parks control lighting of the playing fields, playgrounds, public restrooms and security lighting. The condition of these boxes has been deteriorating for some time, and they are no longer structurally sound and have corrosion within the internal components.
DISCUSSION
The proposed work will be replacing the existing switchgear boxes with new stainless steel units and disposing of the old switchgear boxes.
Public Works Staff received the following quotes for this work:
• ACE Electric Inc.…………………$88,000.00
• MB Herzog Electric Inc.…………$91,791.00
• Power Source Systems, Inc.……$105,850.00
Ace has performed prior electrical repair projects for the City, and Staff is familiar with the quality of their work.
Culver City Municipal Code Section 3.07.085 provides an exemption from the formal bidding process for personal and professional services, and provides the award of the contract be based upon competitive quotations from no less than three vendor contractors whenever practical. Per Section 3.07.085.B.5, this project falls under the category of personal services, which includes the repair and maintenance of City-owned personal property. Because the quotation from Ace represents the best value for the City in terms of both supplies and labor, staff recommends the City Council approve a professional services agreement with Ace.
FISCAL ANALYSIS
There are sufficient funds available in the City Council Adopted Budget for Fiscal Year 2015/2016 for Capital Improvement Project PP-002 (SK/Vet’s Park Switchgear Box Replacement) to fund this project.

RECOMMENDED MOTIONS
That the City Council:
1. Approve a professional services agreement with Ace Electric, Inc. in the amount not-to-exceed $98,800.00 ($88,000 base bid and $8,800 in change order authority) for the switchgear box replacement at Syd Kronenthal and Veteran’s Parks; and,
2. Authorize the Director of Public Works/City Engineer to approve change orders in the amount of $8,800.00; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
