RECOMMENDATION:
Staff recommends the City Council approve the purchase of two hundred recycling
bins from Consolidated Fabricators and authorize payment.
BACKGROUND:
On December 15, 2008, CalRecycle awarded Culver City a grant in the amount of
$777,421 to establish a multifamily recycling program in the Fox Hills area of the
City. Unfortunately, three months after receiving notice of the grant award, due to
the State’s financial crisis, the City received a stop work order that froze the grant
funds for an unspecified amount of time.
On May 1, 2010 CalRecycle issued a letter stating the grant was no longer frozen
and spending of grant funds could be started if the City desired. On May 26, 2010
staff from Accounting and Environmental Programs and Operations met with
representatives from the DOC to review the grant scope, the reporting requirements
and the reimbursement process.
On June 28, 2010, staff presented a report to the City Council requesting approval of
a budget amendment related to the award of the 2008/2009 Department of
Conservation Multi Family Beverage Container Recycling Grant in the amount of
$777,421. The staff report listed grant scope elements such as purchasing vehicles,
recycling bins, and marketing materials, and hiring consultants to assist with

DISCUSSION:
Staff believed that the City Council authorization given on June 28, 2010 to
appropriate funds to execute the grant scope was sufficient to proceed with
purchase of the recycling bins. Following the procurement guidelines of the grant
agreement, staff secured three quotes for the fabrication and delivery of 200, three
cubic-yard recycling bins and purchased them for $104,482 from Consolidated
Fabricators, a bin manufacturer and parts supplier.
FISCAL ANALYSIS:
The total cost for the fabrication and delivery of 200 recycling bins is $104,482.00.
Sufficient funds were appropriated in Fund 20267510 to make all grant related
purchases.
