Budget Study Session - Proposed Fiscal 2006/2007 Budget:
Budget Overview, Fees and Charges, Chief Administrative
Office, Risk Management, Budget and Finance, Purchasing,
Personnel.
Jerry Fulwood, Chief Administrative Officer, gave an
overview of the proposed budget and fund balances.
Marlee Chang, City Controller, discussed annual financial
goals; key features of the 2006/2007 proposed budget;
revenues and expenditures in the proposed budget; and
capital projects and their funding sources. Ms. Chang also
discussed the City's enterprise funds, internal service
funds and equipment replacement funds. Ms. Chang concluded
by discussing a proposed comprehensive financial plan and
fees and charges goals.
Department reviews commenced:
Personnel:
Serena Wright, Personnel/Employee Relations Director,
reported on the budget for the Personnel Department. Ms.
Wright reviewed the following proposed budget enhancements:
contract a consultant to complete labor negotiations;
underf ill the Deputy Personnel Director position with
existing staff at analyst level; and hire a personnel
technician.
Discussion ensued regarding any plans to advance the use of
technology in the Personnel Department.

issuing a proclamation declaring May 2006 as ALS Awareness
Month in Culver City.

• Reviewed ideas for revenue enhancements.
• Requested support to agendize discussion regarding
requiring the microchipping of dogs and cats; this

Council adjourned its meeting in memory of Dr. Buford

Veterans Memorial Complex Division:
Pam Robinson, Veterans Memorial Complex Manager, reviewed
the budget.
Discussion ensued regarding renovation of the Veterans
Memorial Building to attract new business; and feasibility
of setting aside funds from revenues to help fund
improvements.

Senior and Social Services Division:
Armando Abrego, Senior and Social Services Manager,
reviewed the budget. Mr. Abrego reviewed the
responsibilities of the division, which include overseeing
the Nutrition Program and the RSVP Program; and Disability
Services.

Recreation Division:
Marty Nicholson, Recreation Manager, reviewed the budget
and the various programs of the division.
Discussion ensued regarding reduction in casual part-time
employee hours; and how Culver City's pay rates for
part-time employees compares with other cities.
