RECOMMENDATION

 

Staff recommends the City Council (1) approve a general services agreement with Discount Installation Services dba Discount Door and Window in an amount not to exceed $93,004 for the Transportation Department Exterior Pedestrian Door Replacement Project, CIP No. (Project); and (2) authorize the Chief Transportation Officer to approve amendments to the agreement in an additional amount not to exceed $18,600 to cover contingency costs.

 

 

BACKGROUND/DISCUSSION

 

The exterior pedestrian doors at the Transportation Facility have reached the end of their intended service life, having remained in continuous operation since the facility’s inception in 1997. After nearly 30 years of high-volume usage, the structural integrity and mechanical functionality of these original installations have significantly declined. To maintain departmental standards for security, energy efficiency, and regulatory compliance, a full replacement of these entry points is now required.

 

On February 19, 2026, Request for Proposals No. 2664 was released to competing firms via PlanetBids. A job walk was held on March 4, 2026, and the following two responses were received on April 2, 2026:

 

                     Discount Installation Services dba Discount Door and Window

                     Wilson Glass and Screen

 

Each proposal was carefully reviewed to ensure project compliance with City and Federal Transit Administration (FTA) requirements. Proposals were then reviewed for their responsiveness to the scope of work identified in the RFP and evaluated based on several factors including qualifications, experience, responsiveness to the scope of work, fees, and proposed schedule. After carefully reviewing and scoring each proposal, the evaluation team’s rankings were compiled, and Discount Installation Services was found to be the highest-ranking proposer. Staff found the proposal submitted by Discount Installation Services to be responsive and complete, and determined that the outlined products and services best meet the operational requirements of the Department. The total proposal cost for the project is $93,004, and a contingency amount of $18,600 is recommended to ensure that any unforeseen issues during the replacement project may be solved in a timely manner. 

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-26 includes sufficient funds for the contract in the Capital Improvements Section in CIP PB008 (Transportation Facility Improvements) from the Transportation Fund (Fund 203) found on page 589 of the budget book. No General Fund monies will be used.

That the City Council:

                     

1.                     Approve a general services agreement with Discount Installation Services dba Discount Doors and Windows in the amount of $93,004 to implement the Transportation Facility Pedestrian Door Replacement Project; and,

 

2.                     Authorize the Chief Transportation Officer to approve amendments to the agreement in an amount not-to-exceed- $18,600 to cover contingency costs; and,

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
