City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council authorize the submittal of a grant application requesting $194,900 in American Recovery and Reinvestment Act (ARRA) funds through the Energy Efficiency and Conservation Block Grant for photovoltaic solar system installation and energy efficiency measures at the recreation buildings at Syd Kronenthal and Culver West Alexander Parks. BACKGROUND: On February 17, 2009, President Barack Obama signed into law the ARRA. This $787 billion economic stimulus package includes $3.2 billion in funding for energy efficiency and fossil fuel reductions. Based on residential and daytime population for all cities and counties nationwide, Culver City has been allocated $194,900 from the EECBG. DISCUSSION: The EECBG is being administered by the Department of Energy (DOE). Eligible projects include any strategy to reduce fossil fuel emissions, total energy use, and improve energy efficiency in all sectors. Noller) (06/10/09) City Manager Approval: Mark Scott (06/10/09) City of Culver City, California City Council Agenda Item Report It is recommended that the City submit a grant application for ARRA/EECBG funding for the installation of a photovoltaic solar system and energy efficiency at the recreation buildings located at Syd Kronenthal Park and Culver West Alexander Park. Staff evaluated various City facilities for the potential of installing photovoltaic solar systems and determined that Syd Kronenthal Park is a good candidate for the installation of a small solar system. Additionally, buildings at both parks would benefit from the installation of energy efficiency measures. The park environment also provides the opportunity to use the project for public outreach and education by utilizing an information kiosk to provide information pertaining to both the solar voltaic system and the energy efficiency measures utilized at each facility. The current projected yearly electricity costs at Syd Kronenthal Park and Culver West Alexander Park are approximately $8,400 and $5,800 respectively. The DOE has set a June 25, 2009 deadline for grant application submittal with project approval by the DOE anticipated some time in September of this year. FISCAL ANALYSIS: There is no fiscal impact caused by submittal of the grant application. If the proposed project is approved by the DOE, design and installation will be performed by consultants and contractors. A budget amendment will be requested to appropriate the funds at the time a contract is awarded for these services. Project management will be provided by the Public Works Department. MOTION: That the City Council: 1. Authorize the submittal of a grant application through the EECBG for the installation of photovoltaic solar system and energy efficiency measures at the recreation buildings at Syd Kronenthal Park and Culver West Alexander Park; and, 2. Authorize the City Attorney to review/prepare the necessary documents; and, 3. Authorize the City Manager to execute such documents on behalf of the City.
