RECOMMENDATION
Staff recommends the Mobility, Traffic & Parking Subcommittee receive a presentation on proposed crosswalk modifications at the intersection of Sawtelle Boulevard and Matteson Avenue. The traffic signal modification project at this location includes the removal of the crosswalk at the north leg of the intersection and the installation of a crosswalk at the south leg of the intersection.
BACKGROUND/DISCUSSION
The Sawtelle/Matteson traffic signal modification project intends to relieve congestion at the freeway ramps, and reduced cut-through traffic in the adjacent residential neighborhood. The signal modification will provide a protected left turn phase for the left turn movement coming off the southbound San Diego Freeway (I-405) off-ramp and to convert the northbound and southbound left turn into protected left turn movements.
As part of this project, the City intends to remove the existing crosswalk at the north leg of the intersection and the install a new crosswalk at the south leg of the intersection. A traffic study was performed and concluded that the proposed crosswalk removal at the north leg helps to reduce delay for the westbound right turn movement and eliminates the risk of pedestrian collisions.
Pursuant to the California Vehicle Code (CVC) Section 21950.5 and California Manual on Uniform Traffic Control Devices (MUTCD) Section 3B.18.31, a public hearing must be held not less than 30 days prior to the scheduled date of removal of a marked crosswalk.
The project plans have been finalized and Caltrans has issued an encroachment permit to allow the work to proceed. The project will be bid in June 2024 with constriction anticipated to begin in fall 2024.
FISCAL ANALYSIS
This project is funded through by mitigation funds from the Sony Studio using account PL010.
