RECOMMENDATION
Staff recommends the City Council (1) approve the final plans and specifications for the MOVE Culver City - Downtown Corridor Project PS017 (Project); (2) approve a professional services agreement with LNI Custom Manufacturing Inc. to design, fabricate, and install bus/bike platforms in an amount not to exceed $327,314.52; (3) authorize the City Manager to negotiate and approve the final terms of the agreement and (4) authorize the City Manager to approve amendments to the agreement for contingency costs of 16% not-to-exceed $52,685.
BACKGROUND
Downtown Corridor Mobility Permit Plans and Specifications
On May 18, 2020, City Council directed City Transportation Department to capitalize on reduced traffic as a result of the pandemic by reclaiming space on the street and installing dedicated bus lanes to improve mobility throughout the City. On September 29, 2020, City Council approved the professional services agreement with Sam Schwartz to plan, design, and implement quick-build mobility lane pilot projects. MOVE Culver City includes three corridors: Downtown/E Line/Arts District corridor on Culver and Washington Boulevards (Downtown Corridor), Sepulveda Boulevard, and Jefferson Boulevard. The City’s Transportation Department, in coordination with Department of Public Works, Community Development and other City departments, has been implementing Corridor 1: Downtown Corridor since October 2020. The Sepulveda and Jefferson corridors will be implemented in a future phase of the project. The Downtown Corridor Project (herein after referred to as “the Project”) will build mobility lanes in the 1.3-mile stretch of Culver Boulevard and Washington Boulevard between Culver Boulevard at Duquesne Avenue and Washington Boulevard at La Cienega Avenue.
On March 22, 2021, the City Council approved the 90% complete Downtown Corridor Project plans and specifications; and, adopted a resolution certifying the Project will be completed by a skilled and trained workforce and granting the following exemptions from the California Environmental Quality Act (CEQA): (1) Class 1 - Existing Facilities Categorical Exemption, pursuant to CEQA Guidelines (14 CCR § 15301); and (2) statutory exemption, pursuant to Public Recourses Code Section 21080.25 (CEQA Resolution).
As discussed on March 22nd, staff is returning to the City Council for approval of the final plans and specifications for approval.
Bus/Bike Platform Procurement
The design of the Project calls for the implementation of bus/bike platforms at bus stops. These platforms will be located between the curb and mobility lanes to ensure efficiency and safety and to ensure there is continuous bike lanes when the bus is stopped at the bus stop.
At the February Mobility, Traffic, and Parking Subcommittee, the Subcommittee provided feedback to Staff to procure a contractor to design, fabricate, and install custom bus/bike platforms.
DISCUSSION
Downtown Corridor Mobility Lane Permit Plans and Specifications
Since the March 22, 2021 City Council meeting, Staff has finalized permit plan documents in preparation of the bid to construct the Project. Staff is seeking the City Council approval on the final plans and specifications (Link <https://www.dropbox.com/s/9z3bqyd2inaqt28/Culver%20City%20TML%20P1%20100%25%20Permit%20Set.pdf?dl=0>). Staff released the notice inviting bids on April 15, 2021. Staff anticipates returning to the City Council in June for the award of the construction contract. Staff anticipates the construction/installation of the mobility lanes to occur concurrently with bike platform construction in July, with the full mobility lane project going live at the end of July or beginning of August.
No new information has become available and no material changes to the Project have been made since the City Council adopted the Class 1 and statutory exemptions described above; therefore, no additional environmental analysis is required.
Bus/Bike Platform Procurement
On April 1, 2021, the City released a Request for Proposals (RFP 2122) on PlanetBids to solicit professional services to design, fabricate and install bus/bike platforms as part of the Move Culver City project. A pre-proposal conference was held on April 6, 2021, and questions were received by April 8, 2021. Responses to all questions were posted to PlanetBids by April 13, 2021.
Two (2) responsive proposals were received by the April 22, 2021 deadline. Qualified firms that submitted proposals included:
1. LNI Custom Manufacturing Inc.
2. MKH Inc.
A proposal evaluation team consisting of staff from the City’s Transportation Department and Public Works Department conducted a comprehensive technical evaluation of the proposals received. The proposals were evaluated based on the criteria below:
• Experience / Qualifications of the Firm (25%)
• Experience / Qualifications of Personnel/Subcontractors (15%)
• Work Plan / Project Approach (30%)
• Costs (30%)
After careful evaluation of the proposals and screening based on these criteria, staff identified LNI Custom Manufacturing Inc. (LNI) as the highest ranked firm and conducted an interview with the firm on April 27, 2021. Staff conducted reference checks and received positive feedback that LNI Custom Manufacturing Inc. performed satisfactory work on other similar projects. After the interview and reference checks, the evaluation team selected LNI for recommendation for award.
LNI Custom Manufacturing Inc. is a family-owned business with long standing roots in the Los Angeles metropolitan area. LNI is one of the market leaders in full-service design and manufacturing of transit furniture, primarily in Southern California. Its customers include Disneyland, California Adventure, and Los Angeles International Airport. LNI operates nearly 10,000 square feet of manufacturing space in Gardena and owns outright machines capable of metal bending, sheering, rolling, and welding as well as two crane trucks, and a 28’ trailer. No additional equipment is needed for LNI to perform the work outlined in the RFP.
Staff believes that LNI will bring sufficient experience to the design, fabrication, and installation of the bus/bike platforms, both in terms of firm experience and knowledge of personnel involved. LNI has more than 40 years of experience working on transit-oriented manufacturing and design projects. LNI’s production manager has 18 years of industry experience and will serve as the production lead on this project. Staff also consider LNI’s project approach and work plan to be acceptable.
FISCAL ANALYSIS
The total cost for the Design, Fabrication and Installation of Bus/Bike Platforms is estimated at an amount not-to-exceed $327,314.52.
There is sufficient funding in capital project Account #20380000.732120.PS017 to cover the total cost for the design, fabrication, and installation of bus/bike platforms plus the 16% contingency ($52,685).
MOTIONS
That the City Council:
1. Approve the final plans and specifications for the MOVE Culver City - Downtown Corridor Project (PS017);
2. Approve the professional services agreement with LNI Custom Manufacturing Inc. to design, fabricate, and install bus/bike platforms in an amount not to exceed $327,314.52;
3. Authorize the City Manager to negotiate and approve the final terms of the agreement;
4. Authorize the City Manager to approve amendments to the agreement for contingency costs of 16% not-to-exceed $52,685;
5. Authorize the City Attorney to review/prepare the necessary documents; and
6. Authorize the City Manager to execute such documents on behalf of the City.
