RECOMMENDATION

 

Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission discuss PRCS Commission virtual meetings versus in-person meetings and determine a future meeting format.

 

 

BACKGROUND

 

The Los Angeles County Health Officer Order was recently modified to require masking for everyone while indoors, regardless of vaccination status.  This was due to the fact that Los Angeles County saw more than a seven-times increase in new cases since the June 15, 2021, reopening.  The indoor masking mandate became effective Saturday, July 17, 2021, at 11:59 PM.  Some exceptions apply, similar to masking requirements that were in place prior to the June 15 reopening.

 

On July 20, 2021, City Manager John Nachbar informed staff that in-person public meetings will not take place until the mask requirement mandated by the Los Angeles County Department of Public Health  is lifted.  In order to prepare for reopening, Culver City Commissions, Boards and Committees (CBCs) are being asked to review and discuss the information below.

 

 

DISCUSSION

 

Reopening Procedures

 

The City Manager has determined that meetings will be held as follows, once the indoor masking mandate is lifted:

 

                     City Council and Planning Commission meetings will be held in a hybrid fashion, allowing the public to attend in-person or virtually.

o                     Staff may (currently) attend in person or virtually

 

                     All other CBCs, Joint Meetings, Subcommittee meetings may choose, as a group, to meet either entirely virtually or in-person. Please note that there is no hybrid option for the PRCS Commission.

 

Future PRCS Commission Meeting Format

 

There is currently no information regarding the duration of the indoor masking mandate.  When it is lifted, the PRCS Commission may either continue to hold virtual meetings as is currently being done or opt to have in-person meetings in the Mike Balkman Council Chambers at City Hall.  It is recommended that the Commission members make this decision at this evening’s meeting.  The future meeting format may be decided either by consensus or through a formal motion, whichever the Commission members prefer.

 

 

FISCAL IMPACT

 

The fiscal impact of holding the PRCS Commission meetings virtually as opposed to in-person is yet to be determined and will most likely vary.  However, Information Technology Department staff typically provide additional support for virtual meetings which could result in an increased cost to the City for this type of public meeting.
